Nomenclature/Noun: Open Skies Sensor Suite Support 5. NSN: N/A 6. PN: N/A 7. Application (Engine or Aircraft): OC-135B 8. AMC: N/A 9. History: USAF previous contract of Open Skies Sensor Suite Support (FA8105-06-C-0008) awarded to Northrop Grumman Space & Mission Systems Corp on 29 September 2006 under Other Than Full & Open Competition. 10. Description: A Firm Fixed Price, Cost Plus Fixed Fee, and Cost Reimbursement, non-commercial contract is contemplated and will be solicited for this requirement. The Government intends to issue a Sole Source Award to Northrop Grumman for the following services: This requirement is for the maintenance and support of the current sensor systems and airborne equipment on two OC-135B aircraft. These aircraft are used by the United States Government for participation in the Treaty on Open Skies. The sensor system is used to collect data as part of the Arms Control Treaty verification process. The sensor system and associated support equipment on the aircraft is comprised of the following: an Optical Camera Suite (OCS) containing three KS-87E framing cameras and one KA-91C panoramic camera, a Digital Camera Control Panel (DCCP), an airborne data loader, a forward and a vertical video camera system which does not record, multiple monitors/displays, an Uninterruptible Power Supply (UPS) a Combined Altitude Radar Altimeter (CARA), and the Integrated Data Annotation Recording Mapping System (IDARMS). Anticipated line items include but are not limited to the following: X001 - Recurring Logistics Support X002 - Repair/Maintenance X003 - On-Site Support X004 - Failure Review Board (FRB) X005 - Engineering Support X006 - Travel and Subsistence X007 - Data and Reports X008 - Over and Above Work X009 - Shipping Charges X010 - Technical Review X011 - Engineering Studies System of Awards Management (SAM) registration is required to receive any award. Contractors can register electronically at http://www.sam.gov. The NAICS code for this requirement is 336413 with a size standard of 1,000 employees. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals will be considered within 20 days after the publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available for download on the release date from www.fedbizops.gov. 11. Mandatory Language: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
