- On behalf of the Defense Threat Reduction Office (DTRO), U.S. Embassy Kyiv, Ukraine, the American Consulate General, Frankfurt hereby provides the following Pre-Solicitation Notice regarding the issuance of a Request for Quotation (RFQ) for: Border Control Service Modules for the State Border Guard Service of Ukraine The Contractor shall construct, deliver and install forty-one border control service modules in accordance with the statement of work and design specification incorporated into the resulted solicitation, and shall be used for the sole purpose of submitting a proposal. The solicitation may result in the award of a Firm-Fixed Price Construction Type Contract in fiscal year 2014. The estimated range for this project is between $250,000.00 and $500,000.00 U.S. Dollars for the entire project. Companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Joanna Catsamaki at the above e-mail address, no later than June 13, 2014 using the solicitation number SGE500-14-R-0049 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: name of firm, name of contact person, telephone and fax numbers, and email address of Point of Contact and complete physical and mailing address of firm. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Ukraine. In conjuction with DOSAR 652.242.73 AUTHORIZATION AND PERFORMANCE (AUG 1999), requests for the solicitation package shall contain a statement that licensing and other requirements to perform work in Ukraine have been reviewed/researched prior to application. The solicitation package will only be available in the English language. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
