Description
Please disregard SOW that was posted and use this SOW_Support_and_Maintenance_for_OTT_Drupal_website_2 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6 and subpart 13.5 under Simplified Acquisition procedures as a supplemental with additional information included in this notice. This announcement is being issued under a Request for Quotation (RFQ) OLAO-OD5-3365083. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated April 18, 2012. This announcement constitutes the only solicitation and a separate solicitation will not be issued. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a total small business set-side. The associated North American Industry Classification System (NAICS) Code is 541519, which has a size standard of $25.5. This acquisition will be processed under Simplified Acquisition procedures to provide all parts, labor and perform preventative maintenance and unscheduled repairs and emergency services in accordance with the various latest manufacture specifications for the equipment listed. Please see the statement of work and additional attachments. The proposed scope of work incorporates continuous monitoring, maintenance and enhancement of the OTT website. These project missions will improve and enhance OTT's capabilities to fulfill its technology transfer mission. New modules and enhancements include, but are not limited to the following: federation of log in, more secure and faster website, providing a systematic method of disseminating technologies available for licensing through industry-standard RSS feeds as well as API calls, a federated process of editing static as well as dynamic web content, enhancing the visitor experience in picking a technology of interest to license, and better reporting and management of website visitor data. The following provisions and clauses apply: Provision 52.213-4 Terms and Conditions - Simplified Acquisitions; Provision 52.252-1 Solicitation Provisions Incorporated by reference. This solicitation incorporates one or more solicitation provisions by reference with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Provision 52.212-1 Instruction to Offerors/Commercial; 52.212-2 Evaluation- Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions; 52.223-6 Drug Free Workplace, 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332); 52.222-41. Section 508, Workforce Investment Act. This purchase order shall be a Firm-Fixed Contract with (1) base year and (3) option years, with the anticipated award date to start on or about June 3, 2014. The Full text of the Federal Acquisition Regulations (FAR) can be accessed on the internet at www.arnet.gov/far. This will be a fixed price acquisition and award will be made on the basis of price alone. The period of performance will consist of one 12-month base period, plus three 12-month periods. Brand name or equal. The offeror may submit the offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form etc) but must include the following information: 1) complete mailing and remittance addresses; 2) discounts of prompt payment if applicable; 3) Dun and Bradstreet no; 4) Tax ID number; 6) Offeror must meet description of services as noted in the synopsis. Offeror shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). Offeror shall limit proposal to 8 total pages. This a request for competitive quotation; however, the government will consider responses submitted on price reasonableness. The offer must be submitted no later than May 22, 2014 at 10:00 a.m. Eastern time. Place of Delivery for the required services: via email Edward1a@od.nih.gov.
