Description
The purpose of Amendment 01 is to answer submitted vendor questions: Q: The Equipment Maintenance Areas identifies 4 areas located in Panhandle Texas and Southern New Mexico but the PWS identifies Kansas and Oklahoma as well. Will the Government provide clarification as to where the equipment is located? A: In accordance with paragraph 2.1 in the PWS, the specified equipment in Attachment 1 (total of eight tabs) can be located at any given BLM field office as the equipment is shared between offices. However, the majority of the equipment will reside at its assigned office location in accordance Attachment 1 within the tabs they are identified under Q: Since the Draft PWS indicates Scheduled routine diagnostic, maintenance, and/or repair services can take place at the Contractors facility Does the contractor have to have a facility, and in which state should it be if one is required? A: The Contractor is not required to have a separate facility(s), but may choose to have one or more if this will better enable the Contractor to meet the contract requirements and this is cost effective. Please state in your response what may be your approach, e.g. performing some or all of the services at either one or more contractor facilities or at one or more of the BLM's facilities in our four state region. Q: Attachment 1, Equipment Lists only indicates 18 assets but that spreadsheet does not indicate the location of those assets a. Is the list of 18 assets inclusive of the entire inventory to be covered by the program? b. Can you provide locations for those assets? A: There are multiple tabs (total of eight (8)) at the bottom of Attachment 1 identifying what equipment is located where. The abbreviations stand for the following: Tab 1: NMSO New Mexico State Office in Santa Fe, NM; ABQ Albuquerque, NM. Tab 2: SOCORRO Socorro, NM; Tab 3: LC Las Cruces, NM; Tab 4: FAR Farmington, NM; Tab 5: TAOS Taos, NM; Tab 6: ROSWELL Roswell, NM; Tab 7: CARLSBAD Carlsbad, NM; Tab 8: TX Texas, Amarillo area including a small portion of Kansas (KS); OK Oklahoma, primarily the Moore and Tulsa Office locations. Q: Is there an incumbent performing this maintenance at this time? A: There is currently no incumbents performing these services as each required service is purchased through individual purchase orders. End of Amendment 01. The Bureau of Land Management (BLM) in Albuquerque, New Mexico is seeking sources who can provide heavy equipment maintenance and repair services in parts of Kansas, all of New Mexico, Moore/Tulsa Oklahoma, and Amarillo, Texas and surrounding area as described in the DRAFT Performance Work Statement (PWS) and shown in Exhibit A. In addition to searching for qualified vendors, the results of the Sources Sought (SS) will be utilized to determine if any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. The Government requests that all companies, both Large and Small, submit their business size by North American Industry Classification System (NAICS) code 811310. If your company is a Small Business, please specify if your company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business (SDVSB); (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business to BLMs Contract Specialist John P. McLaughlin (contact information listed below). It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than fifteen pages in length, double spaced, 12 point font minimum and electronically submitted to the Contract Specialist via email) demonstrating the contractors ability to meet the BLMs requirements defined in the DRAFT PWS. This documentation must address, at a minimum, the following: 1. Company Name; Company Address; Company Business Size, and Point-of-Contact name, phone/fax number, and email address; 2. Company profile to include office location(s), DUNs number, and a statement regarding current small/large business status as discussed above; 3. Prior/current corporate experience with providing similar heavy equipment maintenance, diagnostics, and regularly/emergency scheduled maintenance and repairs on the same scale to one or more Government or Commercial Clients in the last three years, including contract number, organization supported and indication of whether as a prime or subcontractor, contract values, point of contact with current telephone number, and a brief description of how the referenced contract relates to the BLMs minimum specifications described in the PWS. 4. Management approach to staffing this effort with qualified personnel and quality control. Confirmation of the companys ability to provide personnel with qualifications in accordance with a team of qualified personal capable of repairing all heavy equipment in accordance with the PWS and equipment shown in Attachment 1. 5. Describe Managements approach to provide customer support in accordance with the PWS by meeting the desired response times. 6. Contractors are requested to submit their suggested draft bid schedule including Firm-Fixed-Price (FFP) line items for regularly scheduled maintenance/repairs and Time and Materials (T&M) to be used for emergency diagnostics, non-scheduled maintenance and/or repairs for all heavy equipment. Also, please indicate if contractors feel the suggested work area is too large to cover and needs to be broken into divisions. NOTE: As this SS is for market research purposes only, submitted capability packages shall not include any pricing information for the requested services described in the DRAFT PWS. If pricing information is included within the capability package it will not be reviewed or considered by the BLM. The BLM is considering utilization of a one year hybrid Blanket Purchase Agreement (BPA) with up to four option years in accordance with FAR 8.405-3(d)(2). The BPA will include Firm-Fixed-Price (FFP) for regularly scheduled maintenance/repairs and Time and Materials (T&M) to be used for emergency diagnostics, maintenance, and/or repairs for all heavy equipment. Based on the results of the SS, a Request For Proposal (RFP) will be issued through FedConnect and FedBizOpps on or about mid June 2014. The Government estimates that an award will be made in September/October 2014. TO SMALL BUSINESSs: If the BLM does issue a future solicitation for this requirement as a 100% small business set-aside under NAICS 811310, please include in your capability statement in response to the RFI that if awarded a contract under a future solicitation for this requirement, your company is able to comply with Federal Acquisition Regulation (FAR) clause 52.219-14 Limitation of Subcontracting.
