- Description
- In accordance with FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures, the U.S. EPA requires a complete assembly Substation from primary incoming line terminals to secondary outgoing terminals, entirely coordinated as to electrical design, and ready for connection and placing in to service. Installation will not be part of this requirement. The substation will support a Heavy Duty vehicle test cell that will meet the needs to support EPA Greenhouse Gas regulations, other emissions compliance activities, and assessment programs for Class 8 trucks. The test call will also be used for future regulatory development. The substation shall fit within the designated space at the National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan. Approximate space is 240 inches long by 72 inches deep by 110 inches high. The existing space has a height restriction of 112 inches due to existing structural members. Detailed specifications contain high voltage industrial electrical equipment required to maintain compatibility within test cell operations throughout the National Vehicle and Fuel Emissions Laboratory. Under the authority of FAR 6.302-1, the requirement contains Brand Name specifications for several components. Specifically, the requirement contains Brand Name references to SquareD or GE (General Electric) components. This procurement is being conducted with full and open competitive procedures under NAICS code 335311 with a size standard of 750 employees. Award will be made using ?Best Value? evaluation criteria. The solicitation will be released through the internet on FedConnect (www.fedconnect.com). The anticipated solicitation release date is approximately 15 calendar days after the electronic posting date of this notice. No hard copies of the solicitation will be provided.
