Black Hills National Forest Campground and Day Use Area Prospectus NOTICE OF OPPORTUNITY Concession Management of Campgrounds and Day Use Areas Black Hills National Forest May 15, 2015 The Black Hills National Forest is offering a prospectus for a special use permit for operation and maintenance of 30 Campgrounds, 14 Picnic Grounds, 7 Boat Launches, 4 swim beaches, and 2 Accessible Fishing Areas. These recreation areas are located in Custer, Lawrence, and Pennington Counties in South Dakota; and Crook County in Wyoming. These sites are currently managed by a concessionaire under a special use permit that expires December 2014. This prospectus is being issued to solicit applications for a concession special use permit for the operation of recreation facilities on the Black Hills National Forest (BHNF). A Granger-Thye (GT) permit will be issued to provide high quality public service in the operation and maintenance of Government-owned recreation facilities located on the Bearlodge, Northern Hills, Mystic, and Hell Canyon Ranger Districts of the Black Hills National Forest. The authorized officer for this business opportunity is the Forest Supervisor for the Black Hills National Forest, 1019 N. 5th Street, Custer, SD 57730. The term of the permit will be for five (5) years, with another five (5) years to be non-competitively awarded, at the discretion of the Forest Service, upon satisfactory completion of the original permit. At the end of the second 5-year period the permit will automatically terminate and any new permit would then be issued through a competitive process. Applicants are encouraged to research this opportunity and participate in the show-me trip opportunities. Important considerations are the travel patterns, visitation numbers and occupancies, length of season, revenue, cost of operations, and ancillary income opportunities. Applicants are encouraged to consider all aspects of this business opportunity that may affect their application and the outcome of this process. Providing quality customer service is a critical component of this opportunity. Tour(s) will be scheduled the week of June 9th, 2014. Details and an itinerary will be posted on the Black Hills National Forest internet website http://fs.usda.gov/blackhills on or before May 23rd, 2014. Tours will provide an overview of the area and types of facilities included in this package, but not every site in the Prospectus will be visited. Applicants are encouraged to visit the area on their own. The facilities will be open during the tour(s). Application packages must be received by close of business (4:30 p.m.) on Monday June 30, 2014.
