- ANNOUNCEMENT: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and utilizing the FAR Part 13.5 for Test Program Procedures for SAP Commercial Items. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation Number N00189-14-T-Z202 is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (05-62). The instant acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. This combined synopsis/solicitation SHALL be posted on NECO (http://www.neco.navy.mil) and uploaded onto FEDBIZOPPS. It is the contractor ™s responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 541611 and the Small Business Standard is $14 Million Dollars. The anticipated contract is a Firm Fixed-Priced Level-of-Effort Term contract. REQUIREMENT: The Navy Office of Financial Management Operations (FMO) is instituting a new program under one of its divisions: the Office of Financial Operations, Financial Services Division, (FMO-3). FMO requires contractor support for the establishment and management of the Navy ™s FMO-3 IP Program Management Office (PMO). FMO-3 is responsible for leading the project management activities to modernize and deploy Treasury ™s Invoice Processing Platform (IPP) across the Department of Defense (DoD). Contractor support is required to establish all phases of this new program supporting the FMO-3 PMO. PMO responsibilities will include project management support, governance support, and communications support for FMO-3 programs. The contractor shall provide overall Department of the Navy (DoN) project management, governance, documentation of the end-to-end process, and communications support. The anticipated Period of Performance will consist of a base period of twelve months with services to begin on 01 August 2014 until 31 July 2015 with two one-year option periods. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
