Description
THIS IS NOT A SOLICITATION, REQUEST FOR QUOTE (RFQ) OR PROPOSAL (RFP). THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is strictly intended as market research (FAR Part 10) and is being used to receive responses from industry that will assist the Government in developing its strategy for processing this requirement. The Government is seeking potential firms capable of providing the supplies and services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. However, a response to this notice is not required for participation in the anticipated solicitation. 1.The 413th Contracting Support Brigade, Regional Contracting Office Fort Wainwright Alaska, is seeking information on sources to provide the collection and recycling of Waste Vegetable Oil and Grease (WVOG) from Fort Wainwright, Alaska. A complete Performance Work Statement (PWS) will be included in the anticipated solicitation. 2.The requirement will be for picking up Waste Vegetable Oil and Grease that is contained in properly marked/labeled 55-gallon open head drums. Pick Ups will occur on a weekly basis. Contractor is expected to do a one-for-one replacement of clean/serviceable and properly marked/labeled 55 gallon open head drums. There are approximately 22 55-gallon drums located on the installation. 3.Period of Performance is anticipated as: Base Period: 1 September 2014 - 31 August 2015 Option Period 1: 1 September 2015 - 31 August 2016 Option Period 2: 1 September 2016 - 31 August 2017 Option Period 3: 1 September 2017 - 31 August 2018 Option Period 4: 1 September 2018 - 31 August 2019 4.The North American Industry Classification System (NAICS) code contemplated for this service is 562920, Materials Recovery Facilities, with a Small Business size standard of $19.0 Million. Respondents may identify other potentially applicable NAICS codes and the basis for that recommendation. This notice is not designed to discourage competition from any business interested in this requirement. Since the current capabilities must be confirmed, all eligible large and small businesses are encouraged to respond. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued it will be posted on www.fedbizops.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. 5.The vendor will be required to be registered in the System for Award Management (SAM) database and Wide Area Work Flow (WAWF). Interested parties responding to this sources sought request shall submit at a minimum a brief Capabilities Statement (no more than 3 pages in length, single spaced, 12 point font minimum) detailing their qualification, capabilities and experience for providing these supplies. A generic capability statement is not acceptable. The capability statement should include the following: (a) Name of business; (b) Contact information (address, telephone, facsimile, e-mail, website address); (c) DUNS number, business size and classification; (d) Technical description of ability to meet the requirement (description should address technical competencies, and organizational experience relative to the key task areas in the draft Statement of Work); (e) Capacity to manage the anticipated volume of work under this requirement; (f) Discussion of any potentially significant organizational conflicts of interest; (g) General financial and organizational information should be provided with regard to: (i) average number of employees of the concern; (ii) average annual receipts based on the last three fiscal years; and (iii) a description of other current business commitments (i.e. contracts, etc..) Submissions can be faxed to 907-353-7302 or sent electronically to Verena Hawkes, verena.w.hawkes.civ@mail.mil. 7.The Government will not award a purchase order or contract based upon vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as quote mark proprietary information quote mark. This Sources Sought/request for information does not constitute an invitation for bids, request for proposal, and should not be construed as a commitment by the government to issue an order/contract or otherwise pay for the information solicited. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement.
