- Broad Agency Announcement (BAA) 2014-001 - Innovative Financial Empowerment Solutions This publication constitutes a Broad Agency Announcement (BAA) as described in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016. Proposals submitted in response to this BAA and selected for contract award are considered to be the result of full and open competition and in full compliance with the provision of Public Law 98-369, The Competition in Contracting Act of 1984. The Department of the Treasury, Office of Consumer Policy (OCP) is launching the Financial Empowerment Innovation Fund (FEIF) to develop, test and/or evaluate new strategies for increasing access to safe and affordable financial products and services as well as promote financial capability by equipping consumers with the information and tools they need to make informed financial decisions. Research supported by the FEIF will be used to A) inform the policymaking efforts of the U.S. Department of the Treasury and other government entities, and B) Inform the efforts of industry actors (including financial institutions and payment providers) and community organizations (including nonprofit organizations and institutions of higher education) in these areas. The OCP is seeking proposals for strategies to increase consumer access to financial services and to promote the financial capability of Americans, including proposals that focus on services that target low- and moderate-income populations specifically in three focus areas: A. Government Payments B. Higher Education Decision-Making C. Financial Capability Due Dates: White Paper - June 27, 2014 Full Proposals - August 13, 2014 An Industry Day for this solicitation will be held on MAY 29, 2014.
