Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center, Aircraft Division (NAWC-AD) (2.5.1.11) Patuxent River, MD 20670-1127 intends to negotiate a cost plus fixed fee contract on a sole source basis with PAE Applied Technologies, LLC, 1320 N. Courthouse Road, Suite 800, Arlington, Virginia 22201 to provide Technical and engineering services to support continued design, engineering, acquisition, integration, installation, operational support, and in-service engineering at the Air Vehicle Modification and Instrumentation (AVMI) department in Patuxent River, MD. This contract will allow the continuance of services during the competitive process of awarding a follow-on contract to current Contract N00421-13-C-0005. PAE Applied Technologies is the sole source capable of providing these efforts without creating an impact on the fielded systems, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole source basis. This requirement is anticipated to have a level of effort of approximately 143,360 man-hours. The anticipated period of performance is five (5) months with a two (2) month option period. The statutory authority permitting other than full and open competition is based upon 10 U.S.C 2304(c)(1), whereby the supplies or services are available from only one source, and no other type of supplies or services will satisfy agency requirements.
