- THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT ONLY. AS OF THE DATE OF THIS ANNOUNCEMENT, THERE IS NO SOLICITATION PACKAGE AVAILABLE. This Request for information/Sources Sought (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN 15 June 2014, to: Tiffany Nekota 9500 MacArthur Blvd Building 19 West Bethesda, MD 20817-5700 Tiffany.Nekota@navy.mil The Naval Surface Warfare Center, Carderock Division (NSWCCD) in Philadelphia is currently seeking sources for a White Light Shaft Taper Measurement System. The Navy is in need of a system to accurately (below 1 mil) measure submarine shaft tapers. We would prefer that the software for the performing this measurement is as automated as possible. We already have hardware in our possession that can accomplish the task, if the right software is written for us. STATUS OF NAVY WHITE LIGHT SHAFT TAPER PROJECT  Navy currently owns the following hardware/software:  Steinbichler Comet 5 11M White light system  80/150/350/600mm lenses  High power PC  Industrial Rack  Foba Stand with motorized tilt axis  Software: Comet Plus, Inspect Plus, Laser Guide  Photogrammetry System  Inspection software  Reference Frames  Laser Projection System ADDITIONAL INFORMATION  Extensive testing has been done utilizing the hardware to collect data on actual shaft tapers  Multiple sets of data have been collected from several shafts and are available for post-processing  Software routines have been written and tested, but do not meet the requirements  A second party is needed to write software that will address the requirements outlined on the next few pages SOFTWARE/SYSTEM REQUIREMENTS A shaft taper inspection system should be able to automatically generate the reports that are currently manually generated to document the condition of the taper. When calculations are made, the process or equation for that calculation should be reported in the operator manual (Section 3.5.4). Shaft taper inspection reports should: 1. Report all values with their associated units and with the appropriate number of significant digits. Most shaft dimensions should be reported to 0.0001 inches. 2. Provide a means for administrators to change the nominal values and the range of values that are used to determine if a measured value is acceptable. 3. Where applicable, include the nominal value and either "Pass" or "Fail". 4. Provide a means for administrators to change the scale of the color map. 5. Report the actual values of:  Keyway widths  Keyway depths  Keyway perpendicularities  Keyway parallelisms  Keyway angularity  Taper minimum and maximum diameter  Taper ratio calculation result  Percent contact by sector  Overall percent contact 6. Include identifying information such as:  Operator name  Operator badge number  Shaft serial number  Shaft class  Date of measurement, system serial number, software version  Time of measurement  Shaft temperature  Measuring facility (i.e., shipyard name)  Taper type (i.e., inboard or propeller)  Reference frame serial number. Sufficient data for demonstrating the White Light Shaft Taper Measurement System capabilities must be included as part of the written submission. Interested parties are requested to provide commercial pamphlets, operating and maintenance manuals or any other documentation that will assist NSWCCD personnel in recognizing possible sources. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission. Respondents may provide information on any currently available product that meets the NSWCCD's requirements.
