- Draft Performance Work Statement The U.S. Department of Education (Department), Office of Elementary and Secondary Education (OESE), anticipates the release of the subject solicitation by June 7, 2014. It is determined that these services are commercial as defined in Federal Acquisition Regulation (FAR) 2.101. The procurement will be competed in accordance with FAR Part 15 (Contracting by Negotiation). At this time a small business set aside is planned, against North American Industry Classification System (NAICS) 541519 (Other Computer Related Services) ($25,500,000 size standard). A 12-month firm fixed price contract, with 4 one-year option periods, is planned. Once the solicitation is released, every timely proposal that is submitted by an eligible and responsible offeror shall be considered by the agency. Furthermore, the technical evaluation criteria will favor proposals from certain business types - specifically, of the 100 available technical evaluation points, the Department is planning to reserve 20 of those points to assess the type of small business. Only the following types of small businesses will be eligible to receive the 20 points: woman-owned small businesses, small disadvantaged businesses, HUB-Zone small businesses, or service disabled veteran owned small businesses. A business will not receive "extra" or "double" points if it is more than one category (e.g., a small woman-owned service disabled veteran owned business). If a small business is not one of the four types listed above, the maximum technical evaluation score that it could receive is 80 points out of 100. Also, the Department is planning to use a Performance Work Statement (PWS), instead of a Statement of Objectives. A draft copy of the Performance Work Statement is attached. This is a draft document and the Department reserves the right to make edits to this document prior to solicitation.
