- The Department of Veterans Affairs Medical Center, NCO 9 Network Contracting Office, on behalf of Veterans Administration Medical Center Mountain Home TN, is conducting market research through this sources sought notice to seek sources that can provide Full Services Contract for Voice and Messaging Solution (VOCERA) (includes hardware and software). The North American Industry Classification System (NAICS) Code for this acquisition is 541519. Disclaimer and Important Notes: This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal/Quotation; and, it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. Failure to submit information in sufficient detail may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Capability Statement/Information Sought: Tailored Capability Statements shall demonstrate a clear understanding of all tasks specified in the following areas: Voice and messaging solution (VOCERA) (includes hardware and software) provides the professional communications and messaging services required for the conduct of clinical operation and interface with CPRS - VISTA. The Vocera solution will be licensed as follows: "Vocera Voice o300-User Enterprise License Communication System oVocera Connect for up to 50 smartphone users (iPhone ® and/or Android ) oVocera Messaging Interface (VMI) "Vocera Integration oAlarm and event notification delivered from the Hill-Rom nurse call and Philips patient monitoring systems for presentation on the Vocera badge or Vocera-enabled smartphone "Vocera Messaging oAlert & Chat applications for up to 50 smartphone devices (iPhone ®, BlackBerry ® and/or Android ) ?Alert initiation and delivery with the Vocera Badge oContacts application for up to a maximum of 50 Messaging users/contacts The Vocera Voice solution will be deployed in the following nursing units/departments: 1.C1 & C2 - Telemetry / Med Surg 2.CG - Advanced Med Surg 3.E2 - Inpatient Psych 4.ED 5.SCU (ICU / PCU) 6.CLC1 and CLC2 - Nursing Home 7.OR 8.PACU 9.Pre-Op 10.Sterile Processing 11.Environmental Services 12.IT 13.Nuclear Medicine 14.PIC Line Nurse 15.Phlebotomy 16.Radiology 17.Respiratory Therapy 18.Renal 19.Security 20.Transport The Vocera Communication System will also be integrated with the customer's third party systems, indicated in the table below, for the purpose of secondary alarm and event notification delivery to the Vocera communication device. Alarm and event notification will be designed, configured and deployed in the following departments: 1.C1 & C2 - Telemetry / Med Surg 2.CG - Advanced Med Surg 3.E2 - Inpatient Psych 4.ED 5.SCU (ICU / PCU) 6.CLC1 and CLC2 - Nursing Home 7.Pre-Op 8.PIC Line Nurse 9.Renal To deliver alarm and event notifications to the appropriate staff member(s), staff assignments will be managed as indicated in the table below: 3rd Party SystemModelMiddleware Provider or Direct Integration?Staff Assignments for Alarm Routing Hill-RomNaviCareEXTENSIONVocera PhilipsIntelliVue Rev NEXTENSIONVocera Staff assignments for alert routing will be managed in the Vocera Staff Assignment application. This alarm integration configuration supports the delivery of an alarm or event to the Vocera badge as a text message notification. All alarm escalation workflow configurations are managed by the timeout escalation settings established in the EXTENSION alarm management middleware solution. MINIMUM SALIENT CHARACTERISTICS The Vocera solution meets all of the following minimum salient characteristics; "This project will involve the deployment, installation, setup, configuration, and training for a "hands free" Communication System which improves clinical workflow and patient safety. The project will include the software, communication badges, and all the other bulleted items in the list below: "The Communication System must utilize voice activated (hands free) technology where health care providers can communicate in a "person to person" or a "person to group" method of communication "The communication device must allow the appropriate groups to be activated and notified of the key actions they need to follow without relying on multiple mediums of communications (cell phones/blackberry with the assumption someone will answer), pagers (requiring people to rely on a callback process to disseminate info), email (not conducive to clinical workflow as people are not in front of computers). "Communication between nursing and physicians is a key process that needs to have a better workflow - by removing the hassle of connecting a user with a set device/number as well as eliminating the challenge of identifying who that user is improves patient care and satisfaction and decreases poor outcomes, delay in care, and cost of devices. This particularly true in emergency situations but also in delivery of routine care. "With increased concern for hospital-acquired infections (2014 JCAHO Patient Safety Goal 7), shared communication devices are problematic. By communicating through hands-free technology, one decreases spread of infection and yet allows those in isolation rooms (nurses and clinicians who are following appropriate safety protocols) to be contacted immediately. This leads to better patient care. The badge should be incorporate anti- microbial material to inhibit the growth of bacteria, mold and fungi. "The Communication System must be FIPS 140-2 compliant for wireless security "The Communication System will include battery chargers to meet the needs of recharging the internal batteries contained in the communication badges. "The Communication System will include necklace lanyards with universal clips to allow health care personnel to wear the badges around their neck or clip them to their lapel during the business day. The badge needs to be a small format device. "A 3 year warranty service should be included with the communication badges and the vendor should provide a trade out system for defective badge hardware "The Communication System will have telephony capability which will allow the system to communicate from an employee's badge and call out to approved cell or land line phones utilizing the hospital's connection to the installation PBX (Public Phone Exchange). "Deployment, installation, configuration & training must occur within 90 days of contract award. "Bid must include all inclusive cost relative to this project. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Responses must be submitted no later than April 23, 2013 at 10:00 AM, Eastern Time with the following information/documentation: 1. Name of Company, Address and DUNS Number. 2. Point of Contact and Phone Number. 3. Business Size applicable to the NAICS Code: a. HuBZone Small Business Concern; b. Service-Disabled Veteran Owned Small Business Concern (SDVOSBC); c. Veteran Owned Small Business Concern (VOSBC); d Small Business Concern; e. Large Business Concern 4. Documentation Verifying Small Business Certification: a. If claiming HuBZone status, provide a copy of your HuBZone Certificate from SBA. b. If claiming SDVOSBC status, provide documentation that shows the Service Disable Veteran (SDV) unconditionally owns 51 % of the business, controls the management and daily operations, and holds the highest officer position in the company. Documentation should also be provided to show that the SDV has a service-connected disability that has been determined by the Department of Defense or Department of Veteran Affairs. Finally, provide documentation that shows the business is small under the NAICS code 541519. c. If claiming VOSBC status, provide documentation that shows the Veteran unconditionally owns 51% of the business, controls the management and daily operation, make long-term decisions for the business, and holds the highest officer position in the company that works at the business fulltime during normal working hours. The documentation should also show the business is small under the NAICS code 541519. d. If claiming Small Business status, provide documentation to show the business is small under NAICS code 541519.
