Description
This is a *SOURCES SOUGHT ANNOUNCEMENT* and is for informational and market research purposes only. This is NOT a Request for Proposals (RFP), Quotations (RFQ) or Bids (IFB). NO SOLICITATION IS CURRENTLY AVAILABLE. No reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow up information requests. This is NOT a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Corps. The results of this survey will be considered to be in effect for a period of one (1) year from the date of this notice. The Government is seeking qualified, experienced sources capable of performing the work described below. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. *BACKGROUND* Seattle District is considering a project to upgrade all fire suppression systems located at Chief Joseph Dam in Bridgeport Washington. The systems were originally installed in 1961 and 1979. In accordance with FAR 36.204, the estimated magnitude of construction is between $1,000,000 and $5,000,000. *REQUIREMENTS* The work requires the modernization of both existing systems and the replacement of others. Modernized or new systems shall utilize stand-alone control panels. The status of any suppression system discharges shall be indicated by existing annunciation lamps both in the powerhouse control room and at the points of discharge. Replacement fire detection devices and replacement/additional annunciation devices are required. All 29 powerhouse generators are protected by eight separate high pressure CO2 systems containing a total of 262 seventy-five pound CO2 bottles. Systems installed in 1961 utilize drop-weights to discharge CO2 whereas those installed in 1979 utilize more modern electrical actuation for CO2 discharges. Work requires the replacement of all existing controls and actuation devices in order to provide the same configuration at each system. CO2 storage quantities and discharge piping shall remain unchanged; however, some tank actuator reconfiguration is required. The station service transformer and the oil storage and oil purification rooms are protected by two separate high pressure CO2 systems containing a total of 48 seventy-five pound CO2 bottles. Work requires the removal of these systems and replacement with a single water mist fire suppression system serving the three spaces. *INTERESTED and CAPABLE FIRMS* should submit their information, to include a capabilities package, limited to six (6) pages and shall include the following information: 1. Firm's contact information: name, address, point of contact, phone number, CAGE code and e-mail address. 2. Firm's Joint Venture, or Mentor/Prot g Information, if applicable (existing and potential) 3. Firm's small business category and business size (SB, SDB, WOSB, SDVOSB, HUB Zone, or 8(a). 4. Firm's capability to perform a contract of this magnitude and complexity. Include firm's in-house capability to execute design and construction, comparable work performed within the past five (5) years. *Provide three (3) examples of past projects as the Prime Contractor that are of similar scope, size, and complexity completed within the last five (5) years.* Prior Government contract work is not required for submitting a response under this sources sought announcement. The PROPOSED North American Industry Classification System (NAICS) code is 236220 - Commercial and Institutional Building Construction, specifically Fire and flood restoration of commercial and institutional buildings, with a small business size standard is $33.5 Million. The proposed Standard Industrial Classification (SIC) Code is 1542 - General Contractors-Nonresidential Buildings, Other than Industrial Buildings and Warehouses.
