Description
The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to solicit proposals and continues to have a need for storage, monitoring and distributing blood, urine, tissue and other human biosamples. At this time, approximately 5M million vials of biological specimens need to be stored; 60,000 at ambient temperature; 1,450,000 at -20oC; 3,500,000 at -70oC; and 155,000 in liquid nitrogen. It is anticipated over the life of the project that biospecimens will continue to be added to this repository. Though exact numbers are not known at this time, we anticipate the addition of 500,000 biospecimens a year, with the majority requiring storage at -70o. The following criteria define NICHD's need for the repository. Scope of Activities: A. Safely and efficiently assume all repository activities from the current Repository, ensuring a seamless initial transition without loss of time or loss of resources in a manner that does not pose obstacles to the conduct of ongoing research B. Secure, receive, catalog, process, store, and disburse human biological specimens from NICHD sponsored studies C. Provide adequate storage facilities and equipment for securing, cataloging, processing, storing, and disbursing clinical specimens following Biospecimen Repository Best Practices as defined by the NCI D. Provide technical assistance and training, and communicate with the NICHD Contracting Officer's Representative (COR) to provide information on repository activities E. Develop, perform, and maintain Quality Assurance systems for the NICHD Repository facility, operations, stored specimens, shipping materials, and personnel in accordance with all applicable Federal, State, and local regulations F. Provide a web-based computerized inventory database management and sample tracking system that supports NICHD repository functions G. Provide a technical and administrative infrastructure to ensure efficient planning, initiation, implementation, and management of NICHD repository activities H. Provide for expanded services to include additional collections. It is anticipated that 1.5 collections a year will need to be catalogued and housed in the repository I. Develop and implement a Final Transition Plan to ensure proper documentation and storage of human specimens upon the termination of this contract The anticipated contract type will be a cost-reimbursement Indefinite Quantity Indefinite Delivery contract. Further details will be provided in the Request for Proposals (RFP). The RFP is anticipated to be posted on or about May 29, 2014 on FedBizOpps (FBO) website: http://www.fedbizopps.gov.The due date for submission of proposals in response to the RFP is anticipated to be on or about July 10, 2014. Information in the anticipated RFP supersedes any information in this pre-solicitation announcement. This acquisition has been designated as full and open competition under the North American Industry Classification System (NAICS) code 541712, and the small business size standard for such requirements is 500 employees or less.
