Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Stryker Core Console and Impaction Drill are a system already used at VHSO in the operating suite. By purchasing additional components of the same system/manufacturer, the government will be saving money by continuing to utilize a product that is already in use and can be used interchangeably in different surgical settings within the hospital. The sterilization process is already in place and no new equipment or processes will need to be acquired to implement this product. As additional oral surgery procedures are added (ie: oral/facial reconstruction) only the components necessary to provide the surgery will be purchased rather than purchasing complete new systems. The purchase of a different manufacturer's product would be a substantial duplication of cost that would not be recovered by open competition. 6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: This procurement will be offered for full and open competition among Small Businesses capable of providing the Brand Name Item. 7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The cost will be determined fair and reasonable using commercial item pricing. These products are sold on the commercial market to many government, private, and non-profit organizations. 8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research indicates there are small businesses with the capability to supply the Stryker Core Console and Drill. 9. Any Other Facts Supporting the Use of Other than Full and Open Competition: These products can be procured via competition among Small Businesses who are authorized dealers of Stryker's products. 10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: 11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: VHSO Dental Service will continue to seek competition when satisfying our supply and equipment requirements to provide the highest standard of care for our Veteran population. We will compete this action among capable small Businesses. 12.
