Description
A Request for Proposal (RFP) is planned for the Rapid Technology Insertion (RTI) process, which will solicit technology solutions to enhance the successful completion of the primary Littoral Combat Ships (LCS) missions. The primary objective of the RFP will be the development of capabilities that can rapidly transition to Fleet introduction in less than 2 years into a Mission system, Mission Module, Mission Package, or onto an LCS. The Government anticipates soliciting on an unrestricted basis under NAICS code 541712. In order to allow Offerors to maximize an effective full and open competition and provide Offerors the best opportunity to submit a successful proposal upon release of the RFP, White Papers on Offeror project concepts are currently being requested. This will allow the Government to provide initial feedback on the Offeror's technology and solutions without the greater effort of Offeror preparation and Government evaluation of full proposals. Offerors are strongly encouraged to take advantage of this part of the RTI procurement process. Please see the attachment titled, "White Paper Synopsis" for further information. The following attachments, referenced in White Paper Synopsis attachment, have also been provided: a) Draft Section B b) Draft Statement of Work (SOW) c) SOW Addendum 1 - Rapid Technology Insertion Overview d) SOW Addendum 2 - Topic Description e) DD 1423 Checklist The Government Furnished Information (GFI) package is available upon request. Vendor must be registered with the Joint Certification Program (JCP) in order to receive the package. See www.dlis.dla.mil/jcp for further information regarding the JCP. Contact Melissa Ardis at melissa.ardis@navy.mil to request drawings and/or specifications. Submit via e-mail the solicitation #, company name, your mailing address, point of contact, JCP certification number, CAGE code, and phone #. Drawings and/or specifications will be mailed via USPS overnight. NOTE: This drawing package has a classified addendum. Requestors that do not have an existing secret facility clearance will not be eligible to receive the package. See attached DD 254. All White Papers shall be submitted no later than 2PM EDT, 30 June 2014 via email to Melissa Ardis at melissa.ardis@navy.mil. The RFP is anticipated to be released on about 1 August 2014. All questions shall be submitted in writing to Melissa Ardis at melissa.ardis@navy.mil.
