Description
Savannah River Nuclear Solutions (SRNS), managing contractor for the Savannah River Site (SRS) for the Department of Energy (DOE) is seeking sources capable of performing remedial closure of an ash basin and ash landfill. The ash basin and ash landfill are unlined, earthen containment structures originally built on grade (ground elevation). The area impacted by the presence of ash covers is approximately 40 acres. The ash basin contains an estimated 70,000 cubic yards of wet ash across the basin bottom and side slopes that will be excavated and consolidated in the ash landfill. The ash basin will be re-graded, sloped appropriately, and used for storm water management during construction activities and converted into a storm water detention structure as the final state. Existing berms will be stabilized, modified and/or replaced. Ash within the ash landfill will be graded to obtain proper slopes for drainage and stabilization. A stormwater management system will be installed around the ash landfill perimeter. A geosynthetic cover to include: a soil foundation layer, a geosynthetic clay liner (GCL), geosynthetic drainage layer (GDL) and soil cover and vegetative layer (sod), will be placed and will be applied over the entire ash landfill. The extent of the cover is anticipated to be approximately 21 acres. The approximate total volume of soil: including top soil, soil used for the cover, and soil used for the berms, to be excavated, transported and placed is approximately 150,000 cubic yards (in place density). This scope of work shall be under Davis-Bacon Act and awardee shall be signatory to SRNS Site Alliance Labor Agreement. Solicitation shall be issued for open competition, including large businesses.
