INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Rees Scientific Corporation, 1007 Whitehead Road, Suite 1, Ewing, NJ 08638-2405 to provide maintenance and calibration services on the Rees Scientific alarm system for the Coy Hyper / Hypoxia Chamber located in the NHLBI Division of Intramural Research (DIR). BACKGROUND The NHLBI DIR requires a service agreement for a monitoring system within an enclosed hypoxia chamber housing research mice. This monitoring system is required to meet humane care standards for mice per the NIH Office of Animal Care and Use. PURPOSE The service agreement is required for humane care of mice as the sensors are to provide 24/7 monitoring of research mice housed in an enclosed chamber. PROCUREMENT The contractor shall provide 24/7 technical support and on-site service to repair or replace, as needed, to restore fully system operation. The contractor shall provide a once per year site visitation for re-qualification of existing system, re-calibration of all sensors, and preventative maintenance check. Batteries for wireless system shall be replaced at the preventative maintenance visit. The period of performance will be for twelve (12) months with the potential for four (4) option periods. JUSTIFICATION The sole source determination is based on the fact that Rees Scientific is the only company that can provide the requested service, maintenance, and calibration for their alarm system used to monitor the environmental conditions in the Coy Hyper / Hypoxia Chamber. The monitoring system includes proprietary software and hardware package that was installed by Rees Scientific and provides the unique capability of monitoring CO2, oxygen, humidity, and temperature in the controlled environment of the hypoxia chamber. The laboratory needs the unit serviced, maintained, calibrated, and certified to be in compliance with animal care and use requirements for 24 hour monitoring of mouse studies performed in enclosed systems. Rees Scientific has proprietary software and probes installed to monitor the hypoxia chamber and are the only company capable of supporting this equipment. The laboratory cannot continue the work being performed in the hypoxia chambers under animal study protocol # H-0126 (Role of p53 in mouse cardiovascular function) if it does not comply with regulatory requirements. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, and the Small Business Size Standard is $19.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-73 (April 29, 2014). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by May 19, 2014 at 9:00am EST and must reference synopsis number NHLBI-CSB-(HL)-2014-129-JML. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan M.
