Description
Synopsis: THIS ANNOUNCEMENT IS OPEN ONLY TO UNITED STATES FIRMS OR TO JOINT VENTURES OF UNITED STATES AND HOST NATION FIRMS. 1.CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks Architect-Engineer (A-E) Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. A-E services are required for multiple Indefinite-Delivery Contracts (IDC). The contract will have a total maximum amount of $32,000,000 consisting of a base one year period plus four (4) one-year options. Services will be implemented through negotiated firm-fixed-price task orders. The basic contract period is one year from the contract award date and each option period extends the contract by additional one-year period. The government reserves the right to obtain updates to A-E Firms' qualifications prior to issuance of RFP. Should the government determine that a firm's qualifications has degraded significantly when compared to the SF 330 submitted in response to this Notice of Procurement (NOP), the respective A-E firm will be notified accordingly and the next most qualified firm will be queried for qualifications update. THE CONTRACTS WILL BE AWARDED ONLY TO UNITED STATES FIRMS OR TO JOINT VENTURES (JV) OF UNITED STATES PARTNERED WITH A HOST NATION FIRM. In the event the offeror is a JV, the offer must be accompanied by the original copy of the Joint Resolution of the Boards of Directors of the firms composing the JV. To be eligible for contract award, United States firms or United States JV firms must be registered in the U.S. Government System for Award Management (SAM). Register via the SAM Internet site at https://www.sam.gov/portal/public/SAM/. The Government can issue a Letter of Identification to the successful firm upon their request after contract award, which entitles A-E personnel to enter into Japan to perform work on task orders issued under the contract. 2.PROJECT INFORMATION: Each Indefinite Delivery Contract requires Architect-Engineer services for U.S. funded design work including repair, maintenance, new construction, planning, engineering studies, site investigations, construction phase services, commissioning services, and other general engineering activities. It is anticipated that a significant portion of the work awarded under these contracts will be for design of new construction and/or renovation of Department of Defense Education Activity (DoDEA) facilities in Japan. PROJECTS ARE LOCATED ON U.S. MILITARY INSTALLATIONS THROUGHOUT JAPAN. FREQUENT SITE VISITS AS WELL AS MEETINGS IN JAPAN MAY BE REQUIRED. Design criteria will normally be based on U.S., DOD and DoDEA requirements; however, design deliverables must address local construction methods and materials that meet the intent of U.S. criteria in order to facilitate the use of local methods and materials. Work and deliverables may also include feasibility studies, facility assessments, engineering studies, environmental studies, cost analyses, formulation of facility sustainment programs, general investigation and design activities in support of DoDEA and regulatory compliance, surveying and mapping, topographic and boundary surveys, geotechnical services, GIS modeling, CADD/BIM produced plans (AutoDesk Suite of Softwares is required), specifications prepared utilizing Specsintact (Government furnished software), construction cost estimates, design analysis, weekly status reports, value engineering, submittal and shop drawing review, construction management support, and school standards development and maintenance using BIM. Design considerations may include master planning, landscaping, architectural evaluations, hardware, electronic and communications systems, AT/FP compliance, coordination for ordnance and/or explosives investigations, environmental and EPA regulatory considerations for storm water and site drainage pollution prevention plans, AHERA asbestos abatement, and construction site requirements. Electronic files are required to be provided on CD or DVD. Materials and sites to be investigated may contain Asbestos, Lead Based Paint, CFC, PCB, Radiological Waste, UST, OE, or any other related HTRW/Environmental Material on potentially contaminated sites. Some work may require attending public meetings, and coordinating with regulatory agencies. 3.SELECTION CRITERIA: The Selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a through f are primary selection criteria, and g and h are secondary and will only be used as a tie-breaker among firms that are essentially technically equal. The Contractor may submit a maximum of 10 projects for consideration. a.SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE. The Government will evaluate the specialized experience of a firm's experience using the following criteria. The effectiveness of the proposed project team (including management structure; coordination of disciplines, offices and/or subcontractors; and prior working relationships) will also be examined. (1) Demonstrate recent (within the last 3 years) significant experience in the design of primary and secondary educational facilities (elementary/middle/high schools). Demonstrate awareness of educational trends and how facility design can support a dynamic and flexible curriculum. Explain how your schools designs support a student centered education, specifically addressing differentiated instruction, multiple modalities, blended learning, and best provide for problem-based learning. (2) Demonstrate recent experience in the design of clear span or similar construction methods to allow large, open, flexible spaces and will incorporate fully integrated acoustical rated operable wall partitions which contribute to the overall acoustical performance of the building. (3) Demonstrate recent (within the last 3 years) significant experience in a collaborative effort involving multiple A&E firms where design elements were proposed, discussed, and reviewed for applicability, innovation, suitability, cost effectiveness, and maintainability. (4) Demonstrate recent (within the last 3 years) and significant experience by the prime firm and its subconsultants with regards to energy reduction initiatives for new and existing buildings, to include utilization of renewable energy systems. This experience should demonstrate expertise in the application of current technology and building systems as well as awareness of new technology available or being developed that might yield greater energy savings, with a reasonable up front cost. (5) Experience with Japanese design and construction practices, materials, procedures, standards, criteria and codes, as well as developing construction cost estimates for projects in Japan. Clearly identify the company's role as prime or subconsultant for each completed project. (6) Demonstrate recent (within the past 5 years) and significant experience in the design of facilities and infrastructure at military installations, paying particular attention to area architecture and conditions, utility systems, landscaping, interior design, value engineering, environmental issues and energy conservation strategies and sustainability focus. (7) Demonstrate recent (within the past 3 years) knowledge of sustainable design and development (SDD) practices including experience by the prime firm and its subconsultants with regards to implementation of federal mandates (including, but not limited to, EPAct 2005, EISA 2007, E.O. 13423, E.O. 13514), LEED documentation and LEED certification procedures and energy modeling analysis. (8) Demonstrate the ability to prepare construction designs and submit drawings using Building Information Models (BIM) in the AutoDesk Suite of software utilizing AutoCAD and REVIT. Firms shall identify what software versions they are currently utilizing and provide a short history of the firms adoption and use of BIM. History should include timeline and projects executed with BIM as well as narrative information. (9) Demonstrate the ability to use government furnished programs such as Specsintact (specifications) and M-CACES/MII (cost estimate). Design Team members responsible for construction cost estimating must demonstrate prior experience in use of M-CACES/MII software. Demonstrate the ability to provide data files on CD or DVD, create CAL raster files and pointer file of all CAD drawings, create PDF files of specifications and other documents (This includes scanning documents where direct file conversion to PDF format is not possible), access the Internet and submit data by File Transfer Protocol (ftp) utilizing an ftp client. (10) Demonstrate experience in total building commissioning process, serving as the Commissioning Authority (CxA) body that collects the necessary Government systems information, provides technical guidance necessary to develop the proper design, construction, and commissioning documents, and commissions the various project systems. The A-E personnel serving as the Commissioning Authority (CxA) shall demonstrate having at least 5 years commissioning authority (CxA) oversight work experiences of at least two separate projects. Use a separate Section F for each project and clearly identify the company's role as prime or subconsultant for each completed project. b.PROFESSIONAL QUALIFICATIONS. Resumes of key personnel shall be indicated in SF330, Section E - RESUMES OF KEY PERSONNEL PROPOSED FOR THIS CONTRACT. Provide a minimum of 1 individual per discipline identified below. Use a separate Section E for each individual. Clearly indicate key personnel's qualifications in block 17 of each section E entry. Do not generalize professional certifications but provide specific information. The lead architect or engineer in each discipline must be registered in the appropriate professional field. All design professionals shall have current professional registration to practice in the United States or Japan. The Government will evaluate, as appropriate, the education, training, registration, certifications, overall and relevant experience, and longevity with the firm of the key management and technical personnel. This criterion is primarily concerned with the qualifications of the key personnel and not the number of personnel, which is addressed under the capacity criterion. The lead designer in each discipline must be registered as required by FAR 36.609-4 and 52.236-25, but does not have to be registered in the particular state where the project is located. 1)Indefinite delivery contracts will require for each A -E contractor (either in-house or through a consultant) as a minimum, the following: Project Managers (U.S. Registered Architect or Engineer) Educational Planner U.S. Registered Architects U.S. Registered Landscape Architects U.S. Certified Interior Designer. Must have a minimum of four years experience dedicated to interior design, AND all of the following: (a) a degree in Interior Design or Interior Architecture from an accredited university, (b) have passed the National Certification of Interior Design Qualification (NCIDQ). U.S. Registered Electrical Engineers U.S. Registered Communications Distribution Designers. Qualified means Registered Communications Distribution Designer (RCDD) accredited by Building Industry Consulting Service International (BICSI) and have a current active RCCD registration. This person shall also be a Registered Electrical Engineer. U.S. Registered Mechanical Engineers U.S. Registered Civil Engineers U.S. Registered Geo-Tech Engineers specializing in geo-technical analysis and reporting U.S. Registered Structural Engineers U.S. Registered Fire Protection Engineers. Qualified means a registered professional engineer, have a minimum of five years experience dedicated to fire protection engineering, and one of the following: (a) a degree in Fire Protection Engineering from an accredited university,or (b) have passed the National Council of Examiners for Engineering and Surveys (NCEES) fire protection engineering examination U.S. Registered Environmental Engineers U.S. Registered Surveyors CADD Operator with experience in Building Information Modeling (BIM) SDD Accredited Professional Commissioning Authority (CxA), certification as a CxA from either AABC, NEBB, TABB, ASHRAE, or University of Wisconsin-Madison Cost Estimators or Cost Engineers. Qualified means a degree in Engineering or Architecture with at least 10 years Cost Estimating experience. Design Team members responsible for construction cost estimating must demonstrate prior experience in use of MII software. Certified Value Specialist, CVS certified Facilitator Acoustic Consultants Food Service Consultants Clerical/Admin Provided below are Japanese equivalencies to U.S. Professional Qualifications: Architect = 1st Class Kenchikushi Civil Engineer = 1 Kyu Dobokusekoukanrigishi w/RCCM certification Structural Engineer = 1st Class Kenchikushi Mechanical Engineer = 1st Class Kankouji Sekou Kanrigishi Electrical Engineer = 3rd Class Denki Shunin Gijutsusha Communication Engineer = 3rd Class Denki Shunin Gijutsusha /Tsuushinkannkeishikakushou Fire Protection Engineer = 1st Class Kankouji Sekou Kanrigishi w/Fire Protection Certification Geotechnical Engineer = 1 Kyu dobokusekoukanrigishi w/RCCM doshitsu oyobi kiso certification Surveyor = Sokuryo shi c.PAST PERFORMANCE. Firms will be evaluated in terms of work quality, compliance to schedules, and cost controls [with emphasis on projects submitted under factor (a)] as determined by ACASS and other sources. Firms must provide a chart which demonstrates construction cost estimated vs actual award costs, as well as demonstrates actual schedule performance vs established milestones..ACASS is the primary source of information on past performance. ACASS will be queried for all prime firms. Performance evaluations for any significant subcontractors may also be considered. Any credible, documented information on past performance may be considered, but the Government is not required to seek other information on the past performance of a firm if none is available from ACASS. Complete evaluations, and not summaries, will be reviewed if a board is considering downgrading or eliminating a firm due to adverse past performance evaluations. (Note: Past Performance Questionnaires (PPQ) can be used to provide or supplement a firms past performance with other than U.S. Governmental clients. Firms which choose to use the PPQ may obtain a PPQ standard form by submitting a request to the below referenced POC via email.) The Government will consider the relevancy of past performance information to the proposed contract. The more relevant the information, the more weight it carries. Relevancy includes at least the following factors: a. Similarities of the work in terms of complexity, scope and size; b. Key personnel, branch offices, and subcontractors involved; c. Firm's role in proposed contract; d. Currency; e. General trends in a firm's performance; f. Credibility and detail of the past performance report; and g. DoD Contracts. d.CAPACITY TO ACCOMPLISH THE WORK: The Government will consider a firm's experience with similar size projects and the available capacity of key disciplines when evaluating the capacity of a firm to perform the work in the required time. e.QUALITY CONTROL PROGRAM: Firms will be evaluated on the acceptability of their internal quality control program used to ensure technical accuracy and discipline coordination of plans and specifications prepared by the firm or by its subcontractors on a behalf of the firm. Describe and define the firm's program/processes for quality control and list, by name and position, all key personnel responsible. Quality control program information submitted shall address and identify the key relationship between safety and quality, particularly in respect to tasks which require site work and site investigations. f. KNOWLEDGE OF LOCALITIES: Firms must demonstrate familiarity with areas within Japan where DoDEA facilities are located, and their applicable architecture, building codes, environmental regulations, soil conditions, seismic requirements, regulatory agencies and bidding climate. Information regarding DoDEA school districts and locations can be located at www.dodea.edu. It is understood that this represents a wide range of conditions and locations. Information presented shall demonstrate general understanding with specific experience as applicable. g. GEOGRAPHIC PROXIMITY: Location of the firm in the general geographical area of Japan. h.VOLUME OF DOD CONTRACTS: Volume of work awarded to the firm in the last 12 months with the object of effecting an equitable distribution of DoD A-E contracts among qualified firms. 4.SUBMISSION REQUIREMENTS. Architect-Engineer firms that meet the requirements described in this announcement are invited to submit three (3) hard copies and one (1) CD (electronic format that is searchable in.pdf or MS Word) of: a.Standard Form 330 Part I (section A through I), Architect-Engineer Qualifications, Contract-Specific Qualifications for the prime A-E and all proposed sub-consultants. b.Standard Form 330 Part II, Architect-Engineer Qualifications, General Qualifications (the prime A-E and all proposed sub-consultants must submit current SF 330 Part II). The submittals must reach the below specified office not later than 2:00 PM (Japan Standard Time) by the response date shown above on this announcement. It is important to allow enough time for submissions to reach the below specified office before 18 June 2014. FACSIMILE SUBMITTALS WILL NOT BE ACCEPTED. Submissions shall be in sealed envelopes or packages (i) addressed to the office specified below, and (ii) show the solicitation number and the name and address of the offeror. Offerors using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information stated in the prior sentence. It is in the offerors interest to follow up by calling the POC to inquire about receipt of their submissions; to consider utilization of door-to-door commercial carriers; and to not wait for the last minute to submit in the event that the original submission is lost and a second submission is necessary. Only numbered pages will be recognized and evaluated. Use fonts no smaller than 10-pitch. Do not repeat information from Sections A-G of the SF330 in Section H. For submissions that exceed 100 pages, only the first 100 pages may be considered for evaluation. Solicitation packages are not provided. This is not a request for proposal.
