- General Information Document Type: Pre-Solicitation Notice Solicitation Number: MHMV090165 Classification Code: N - Installation of Miscellaneous Equipment Set Aside: Competitive 100% Total Small Business Set-Aside NAICS Code: 332999 - All Other Miscellaneous Fabricated Metal Product Manufacturing Contracting Office Address AFNWC/PZIC 8500 GIBSON Blvd SE, Bldg. 20202 Rm. 114 Kirtland AFB, NM 87117 Description The AFNWC/PZIC will be soliciting a 100% Total Small Business Set-Aside, Firm Fixed Price Contract to support the 377 MSG/CE mission at Kirtland AFB, New Mexico. The Government's obligation under this Pre-Solicitation and follow on Request for Proposals (RFP) is contingent upon the availability of appropriated funds. No legal liability on the part of the Government for payment of any money shall arise unless, and until, funds are made available to the Contracting Officer for this procurement and award has been made by the Contracting Officer. Work under this project is comprised of repairing concrete and replace pop-up barriers on the entry/exit ramps at B27496 on the south side of at Kirtland Air Force Base, New Mexico. Two wedge type barriers will be removed and replaced on the entry and exit ramps. Included in this project will be furnishing and installation of the wedge barriers, electrical power and control work necessary to properly operate the barriers, testing and commissioning. Ensure each barrier has reflective striping on it such that it is visible to oncoming traffic when the barrier is in the ‘up' position. Provide a new HPU in the existing control box for each barrier. In addition, remove and replace the HPU for the existing pair of barriers at the restricted area entrance. Backup batteries shall be replaced as well. Remove and replace concrete on approach slabs as needed to accommodate barrier replacement. Ensure tie in to storm drain remains active. All concrete work shall be according to City of Albuquerque Standard Specification for Public Works Construction, most recent edition. Basis of design was Delta Scientific DSC207S model barriers. However, an approved equal can be used. Request for substitution must be made during the bid process, so that engineering review and approval can be made prior to final price negotiation. The contractor shall provide all labor, materials and equipment as required for a complete construction project. The place of performance shall be at Kirtland Air Force Base (KAFB), New Mexico. Estimated Period of Performance (POP) for requirement is 134 days. IAW FAR 36.204(e) the estimated price range for this requirement is between $500,000 and $1,000,000. A Request for Proposal (RFP) is contemplated utilizing lowest price technically acceptable (LPTA) evaluations described in Federal Acquisition Regulation (FAR) 15.1 targeted toward a 100% Total Small Business set-a-side with a 30-day response time (offers due 30 days after solicitation issue date). The offeror's proposal must convey to the Government that the offeror is capable, possess sufficient technical expertise and experience, possess sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion such that the technical requirements shall be achieved and costs shall be controlled. Kirtland AFB plans to evaluate the following factors for proposal acceptability and subsequent contract award: 1) Cost/Price 2) Technical Acceptability 3) Past Performance Within the Past Performance Factor the following sub-factor will be used: a) Filled out Past Performance Information Forms Within the Technical Acceptability Factor the following sub-factors will be used: a) Technical Approach Narrative b) Proposed Progress Schedule The Cost/Price factor will be afforded primary emphasis in the evaluation process; however, prices must be reasonable, balanced and realistic. All other evaluation factors other than Cost/Price, when combined, are approximately equal to cost/price. The solicitation will be available in electronic format only. The RFP will be posted on the website at http://www.fbo.gov/ on or about 10 June 2014 and close on or about 30 calendar days thereafter. No hard copies will be provided. It is the contractor's responsibility to check the website for any and all amendments to this solicitation. Prospective contractors must be registered in the System for Award Management (SAM) database before award of a government contract; failure to register in the SAM database may cause your firm to be ineligible for award.
