- Attachment I - Maintenance Requirements THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 effective January 30, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing - with a small business size standard of 500 employees. This acquisition is being procured using full-and-open competition. Simplified acquisition procedures will be utilized. The National Institute of Standards and Technology requires a Positron Annihilation Lifetime Spectroscopy (PALS) system. The system will be used to perform Positron Annihilation Spectroscopy on high strength fibers to evaluate changes in voids within the polymeric fibers as a result of aging. This is a Brand Name or Equal Requirement. Brand name or equal description is intended to be descriptive, but not restrictive. It is to indicate the quality and characteristic of products that will considered satisfactory to meet the agency's requirement. Line items 0006 and 0007 are option line items. Quoters must provide a firm-fixed price for all option line items. Prices for option line items shall remain valid in accordance with the following: Line Item 0006, Option Period I, One year from the date of award; Line Item 0007, Option Period II, Two years from the date of award. The period of performance for all option line items shall be one year from the date of exercise of option. The Government may exercise option line items, at its discretion, at the time of award, or any time prior to the expiration date of the resultant purchase order. Options will be exercised by the issuance of a purchase order modification (Standard Form 30). Responsible quoters shall provide pricing for all of the following line items: Line Item 0001 - Base Period: Quantity one (1) each: PLS2-System - Positron Annihilation Picosecond Timing System, manufactured by Ortec-Advanced Measurement Technology. The required PALS system shall meet or exceed the following specifications: • A complete PALS system, which includes all necessary components such as power supplies, detectors, and other electronics, including associated cables, sample holders, and stands so that PALS measurements may be performed; • Temporal resolution: ≤ 200 ps; • Spatial resolution: ≤ 12 µm; • The Contractor shall provide instrument documentation (e.g., operations and maintenance manual), in the form of either paper or electronic. The documentation shall, at a minimum, include documentation description of operator controls, safety considerations, and utility (i.e. power and cooling) requirements; • A computer is not required to be provided with the instrument, however, the Contractor shall provide NIST with all necessary specifications to purchase a suitable computer to drive the instrument; • A list, including important specifications, of other equipment (i.e. gas fittings, oscilloscopes, vacuum pumps, or other such accessories) necessary to operate the PALS instrument shall be provided. These accessories will not be purchased. Documentation is solely intended for reference purposes. Line Item 0002 - Base Period: Quantity one (1) each: 22Na (sodium-22) positron source. The source shall be capable of fitting inside the PALS system. All associated safety documentation must be provided, which must include 22Na decay rates, activity, shielding requirements, and safe handling such that proper licensing can be obtained by NIST. Line Item 0003 - Base Period: Quantity one (1) each: Installation. The Contractor shall install the PALS system. Installation shall include, at a minimum, uncrating/unpackaging of all equipment, set-up and hook up of all equipment, start-up, and demonstration of all required specifications. Qualified personnel shall install the system and perform all activities necessary to ensure that the system is fully functional and meets all required specifications. Line Item 0004 - Base Period: Quantity one (1) each: Training. The Contractor shall provide training for a minimum of two (2) NIST personnel. Training shall commence immediately upon successful completion of installation and successful demonstration of specifications. The training session shall include, at a minimum: a demonstration of all equipment functions and equipment operation, which will allow NIST personnel to operate the system to its full capabilities, basic troubleshooting, maintenance, and tuning operations. Installation and training must be scheduled, in advance, with the NIST Technical Contact to be identified at the time of award. Line Item 0005 - Base Period: Quantity one (1) each: one-year warranty on the PALS system. The warranty shall include all parts, materials, travel, labor, and technical support as follows: • Telephone technical support shall be available within the hours of 8:30 a.m. through 5:00 p.m. Eastern Time; • Telephone support shall include response to questions about operating practices, application use, and service issues that may be diagnosed and resolved over the telephone. Line Item 0006 - Option Period I: Quantity one (1) each: Maintenance agreement for the PALS system meeting all of the following requirements identified in Attachment 1, "Maintenance Requirements." Line Item 0007 - Option Period II: Quantity one (1) each: Maintenance agreement for the PALS system meeting all of the following requirements identified in Attachment 1, "Maintenance Requirements." PAYMENT For Base Period: One lump sum payment will be made upon successful completion of delivery, installation, training, and demonstration of specifications. For Option Periods: Partial payments will be authorized. The Contractor shall bill on a monthly or quarterly basis, in arrears. Payment will be approved upon receipt of a proper invoice, if all services required within the billing period have been successfully completed and accepted by the Government. Payment will not be authorized for services that are pending or have been rejected. Payment terms shall be Net 30 Days. EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made to the lowest price/technically acceptable quoter. Technically acceptable means that the quoted equipment meets all requirements of all line items and meets the Governments needs in the same manner as the brand name, that all requirements of Attachment 1 - Maintenance Requirements, are met, and that the prime Contractor will be present during installation, training, and maintenance. Price will be evaluated for reasonableness. REQUIRED SUBMISSIONS All quoters shall submit the following: 1. A technical quotation, which includes all of the following: a. Documentation and/or product literature, which clearly demonstrates that the equipment being quoted meets or exceeds the specifications, identified herein; b. Project descriptions, which clearly demonstrate the proposed service engineer(s) or service technician(s) meet the minimum qualifications in Attachment 1, "Maintenance Requirements," and has/have performed repairs on the same or similar PALS equipment; c. Documentation, which explains how service calls will be handled when the Government contacts the Prime Contractor for service. If the Prime Contractor is proposing a Subcontractor to perform repairs, identification of Prime Contractor personnel that will be on-site for repairs. The Government has no privity of contract with Subcontractors; d. Confirmation that installation, training, and warranty requirements will be adhered to. e. If the Contractor intends to have a Subcontractor perform installation and training, a representative of the Prime Contractor must be on-site during installation and training. The Government has no privity of contract with Subcontractors. The Contractor must confirm who will be present during installation and training; 2. A firm-fixed price, FOB Destination price quotation for all line items and the required service for each of the one-year option periods; 3. This is an Open-Market Combined Synopsis/Solicitation for a PALS system and a maintenance agreement for the PALS system, as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotations shall include a statement regarding the terms and conditions herein as follows: a. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR b. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation; 4. The DUNS # for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award. DUE DATE FOR QUOTATIONS E-mail quotations are required. All quotations must be submitted via e-mail to Adam Powell at adam.powell@nist.gov Submission must be received not later than 4:00 p.m. Eastern Time on May 29, 2014. FAX quotations will not be accepted. An e-mail quotation shall be considered received when it is received in the electronic inbox of Adam Powell.
