- The Department of Interior, Acquisition Services Directorate (AQD) in Herndon, Virginia intends to negotiate and award a firm-fixed price Purchase Order to Proton Energy Systems on behalf of the National Weather Service (NWS) Alaska Region (AR) for hydrogen generators, spare parts, hydrogen storage tanks, calibration kits, disposable cylinder, surge & under/over voltage module, and maintenance kits. The equipment will be installed at the NWS Service Office Anchorage, AK. The AR staff has two and a half years of experience installing, operating, and maintaining the Proton Energy HOGEN-20 hydrogen generator. Proton is the only manufacturer of hydrogen generators with the PEM electrolysis process. The fuel cell is proprietary to Proton. NWS uses this fuel cell in Proton generators at several sites in the Pacific Region. NWS has three and a half years of experience with Proton's HOGEN-20 at Sterling Field Support Center in Sterling, VA, McGrath, St. Paul and WFO Anchorage, AK. Utilizing the same type of equipment will provide consistency in support of agency wide operations. Additionally, installing the same hydrogen generator at this location will simplify maintenance and service calls and reduce the learning curve for regional personnel operating this type of equipment. AQD will use procedures that provide for issuance of the order on the basis of other than full and open competition authorized by Federal Acquisition Regulations (FAR) in Subpart 6.302-1(a)(2). The supplies are highly specialized and market research indicates that the items appear to not be otherwise available to the government. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
