- ***PLEASE CONTACT STEVEN SHAW WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO steven.s.shaw@nasa.gov*** NASA/MSFC has a requirement for a Logistical and Economic Feasibility Study with an International Cement Industry Liaison. NASA/MSFC intends to purchase from California State University (CSU)-Chico on a Sole Source basis. CSU-Chico has the unique expertise in concrete management via their Concrete Industry Management (CIM) program as well as the required experience base in industrial cement facility operation and modification, and the domestic and international cement connections necessary for the success of this project. CSU-Chico is ideally located near the Heidelberg Cement Facility which provides an iterative process of design concepts and feasibility studies for a pilot plant demonstration as well as provides MSFC with cement samples for testing. CSU-Chico is the only known university to be certified to conduct Simco Stadium analyses and simulations (i.e. predicts robustness of concrete and concrete products). CSU-Chico is the only known university that meets DoD (Navy) standards for concrete evaluation and analysis. CSU-Chico is the only known university that has the required CO2 emissions reductions expertise (i.e. Cement and Concrete Sustainability per California/EPA standards).CSU-Chico is the only known university that includes an applied engineering element as part of their CIM program. CSU-Chico is the only known university in close proximity to the Heidelberg Cement facility which facilitates the iterative process, the timeliness of feedback, and providing cement samples to MSFC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. CST on 05/23/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
