Description
NOTICE OF INTENT TO AWARD SOLE SOURCE: USDA Agricultural Research Service intends to award a sole source, firm-fixed price contract for a High Magnification Minirhizotron Camera System and Digital Image Capture System to Bartz Technology Corporation located in Carpinteria, CA using other than full and open competition procedures pursuant to authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable NAICS code for this acquisition is 333316. Persons may identify their interest and capability to respond to the requirement. This is a high resolution color camera with S-VHS output designed for outdoor use in a 2-inch (51 mm) tube. Remote zoom to observe objects up to 100 times original size. Includes 16-ft cable, system control box with remote focus, white lighting, 8 hr. 12VDC field power system, also operates on 100-240VAC. Includes 4 to 7.5 ft extendable handle and filed case. Also, captures names and stores digital images in the field directly from camera head to field computer for later lab analysis; includes control software, image management software, sub-note-book field computer installed in fieldcase, field power system and recharger. This system will be used for the examination of morphological differences in root phenotypes which is a critical aspect of the USDA, ARS research related to mechanisms of drought tolerance in crop plants. Measurement of root growth in the field requires photographing roots through rhizotron tubes buried in the field. The requested equipment from Bartz Technology Corp. meets the specifications required by the experimental design established in the associated USDA, ARS laboratory. As part of this research, the associated laboratory has most of the expendable components necessary for root imaging in the field including rhizotron tubes, installation equipment and image software that is compatible with this camera system. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by May 23, 2014 at 12:00 PM Central Standard Time. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
