- Sources Sought Notice SEE ATTACHMENT SOURCES SOUGHT NOTICE DUST SUPPRESSION TREATMENT This is a Sources Sought Notice to identify sources that can provide dust suppression / dust abatement treatment to various unpaved roads aboard the Camp Lejeune, North Carolina Complex. Pursuant to Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. INTRODUCTION This notice is to determine interested parties that can provide dust suppression treatment of unpaved locations aboard the Camp Lejeune, North Carolina Complex Unpaved roads and tank trails are approximately 16 feet wide. The locations have been previously treated annually with LIQUIDO 42% which is a Calcium Chloride (CaCl2). The Calcium Chloride (CaCl2) is currently the only product that has been approved for use aboard the installation. The unpaved roads and tank trails that require treatment are identified in the table in Paragraph 4. 2. BACKGROUND The Camp Lejeune Operations and Training Department is responsible for training to support the daily activities of various units training aboard the Camp Lejeune Complex. As a result, maintenance of the roads requires a certain amount of maintenance to include dust control and road stabilization. The purpose of dust suppression of unpaved roads is to control dust, stabilize road surfaces, improve the road surface preventing deterioration, and reduce maintenance costs. This is an annual process requiring dust suppression treatment each May/June. The Government does not have the required resources such as the chemical, equipment, or the experienced personnel to properly utilize the chemical to perform the required task. Therefore, an outside vendor, or contractor, must be contacted to perform the services for dust suppression treatments. 3. ACCEPTABLE PRODUCTS: Liquid calcium chloride (CaCl2), trade name Liquidow, was previously used for dust abatement aboard the installation for annual dust abatement. The Camp Lejeune Environmental Management Division (EMD) viewed the use of dust abatement products aboard the installation and has determined that liquid calcium chloride has minimal potential for environmental effects based on the chemical components and the history of the product’s use on the installation. Therefore, future use of liquid calcium chloride, or any other products in the salt/brines category such as magnesium chloride, requires no further environmental review. Numerous dust abatement products are commercially available under various product names and constituents. Documented environmental concerns revealed during literature review prevent wholesale approval of these products by category. Therefore, Camp Lejeune EMD must individually review any proposed use of products, other than the salt/brines mentioned above, in order to determine whether they are acceptable for use on the installation. However, any proposed products containing waste oil components will not be considered for evaluation and are automatically disapproved by Camp Lejeune EMD. Polymer based products are automatically disapproved and will not be considered. 4. SCOPE The Contractor shall provide dust suppression treatment to various unpaved locations aboard the Camp Lejeune, North Carolina Complex. The product is to be sprayed evenly over the tank trails and unpaved roads identified below. Unpaved roads and tank trails are approximately 16 feet wide. The locations have been previously treated annually with LIQUIDO 42% which is a Calcium Chloride (CaCl2). The Calcium Chloride (CaCl2) is the preferred product for dust suppression of unpaved roads aboard the Camp Lejeune Complex. Treatment for the areas/roads shall be treated within 30 days after notification of contact award. Work shall be completed within 96 hours after commencement.
