- The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to procure Contractor-provided services in the research, development, engineering and business support of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems and systems integration programs required to support the mission of Research, Development and Engineering Center (CERDEC), Command, Power and Integration (CP&I) Directorate. The place of performance shall be Aberdeen Proving Ground, MD, Fort Belvoir, VA, and Fort Benning, GA. The types of services are Operation Maintenance & Information Assurance Support, Mobile Power and Environmental Control Units, Enterprise Mobile Platforms, Tactical Mobile Platforms, Technology Insertion and System Integration, System Engineering, Testing, Integration and Certification, Joint Experimentation and Pilots, Logistics Support, Transportation Support, Installation/Integration Support, C4ISR Prototype and Installation Support, Quality Assurance Support, Fabrication/ Integration Process Control Support, Engineering and Design Support, Administrative & Business Operations Support, Safety Program Support, Laboratory and Systems Maintenance, Customer Support and Training, Stakeholders Collaboration, and Project/ Program Management. This acquisition is set-aside for small business, which provides full and open competition among small businesses utilizing best value procedures. The North American Industry Classification System code for this effort is 541330, which has a small business size standard of $14,000,000.00. This will be a Cost Plus Fixed Fee (CPFF) contract. The period of performance is twelve (12) months base period with two (2) additional twelve (12) month optional periods. The Solicitation is anticipated to be released in May 2014. The anticipated award date is September 2014. All parties interested in doing business with C4ISR are invited to access the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm. The Government anticipates the draft solicitation and associated documents to be issued on or about 30 May 2014. Upon accessing this web page, look for the tab titled quote mark ASFI for Industry quote mark. Under the quote mark ASFI for Industry quote mark tab you will be able to: check for business opportunities by clicking on the Contract Opportunities Search link, receive notifications by clicking on the Vendor Notification Service Link. Vendor cannot submit responses via the Vendor Bid History. Vendors can only view quote mark high level quote mark information regarding the response. For the Vendor to receive notifications he merely needs to provide company Commercial and Government Entity (CAGE) Code and E-Mail address. To submit a response the Vendor must provide the CAGE Code and Marketing Partner Identification Number (MPIN). Your company must be registered and current in the System for Award Management (SAM) in order to submit bids/proposals on ASFI. Please be advised that hard copies of the solicitation will not be made available. You must download solicitation documents from the ASFI.
