- The National Institute of Allergy and Infectious Diseases (NIAID) is seeking all small businesses, to include Service Disabled Veteran Owned Small Businesses, HUBZone Small Businesses, SBA 8(a) Disadvantaged Small Businesses or any other small business that have the capability and qualifications to provide postgraduate medical residents, either PGY-2 or PGY3 to work at the NIH Clinical Center, located in Bethesda, Maryland. All residents must be credentialed by the NIH Clinical Center Board prior to starting work at the NIH Clinical Center. The NIAID anticipates awarding a Firm-Fixed Price type contract; the NAICS code is 541990, size standard is $14M. The contractor will be required to furnish all the necessary services, personnel, materials, equipment, and facilities not otherwise provide by the Government. The contractor will provide an estimated 80 hours per week (which includes the time spent on site 'on call') of professional services for each postgraduate medical resident. The residents will be required to perform the following duties: (1) Provide primary medical care for the NIAID, Division of Clinical Research (DCR), clinical research adult and pediatric patients as assigned by the DCR Clinical Director or his designee. (2) Perform an initial evaluation on each new patient, including medical history (review of chart) and physical examination with six hours after the patients has been admitted to the NIH Clinical Center. (3) Enter admission notes into the Electronic Signature Application for each patient; and enter pertinent medical orders into the Clinical Research Information System (CRIS). (4) Attend and participate in patient care rounds, attend lectures, and provide in-hours medical coverage. In addition, all residents will receive training on NIH's medical information system and clinical research protocols including (but not limited to the CRIS and Privacy & Security Awareness Training. Each resident will rotate on call every 4th night; this will require the resident to stay in the NIH Clinical Center for a 24-hour shift. The total requirement is for an estimated 320 hours weekly and 16,640 hours yearly. Any potential offerors should respond with a capability statement by May 26, 2014, 11:00 am EDT. Capability statements must reference similar work that has been performed by the offeror and the dollar value of that work. Respondents must demonstrate, within the capability statements, skills and abilities that reflect experience with medical services. Potential offerors must indicate business size in their capability statement. This is a market survey, not a request for proposals.
