- Solicitation Package - EE133F-14-RQ-0463 The Protected Species Branch of the Northeast Fisheries Science Center (NEFSC), Woods Hole, MA is seeking seven (7) satellite relayed data logging tags to deploy on hard-shelled sea turtles during research planned for the summer of 2014. Tags shall archive data so that if the tags are retrieved, the complete data record can be downloaded in its entirety. Tags shall have demonstrated battery or solar energy to power the tag for over a year as well as perform in similar applications as identified in this requirement. There shall be sufficient power to collect and transmit rich data streams. The satellite tags shall have the following features: Tag Dimensions : Must not exceed 11 cm x 7.5 cm x 4.5 cm Tag Weight: Must be less than 400 g Depth Rating: Must meet or exceed 500m Power: Lithium “D” size cell provides up to 85,000 full length Argos data transmissions Transmitter: 0.5W Argos Transmitter Sensors : Pressure (resolution 5m @ 2000m, 0.5m @ surface) Wet/dry switch (can operate in salt or brackish water) Temperature (resolution 0.1°C). GPS: The tag must be able to acquire the information needed for a location in less than a second. The high accuracy and low power consumption must match or exceed that of the Fastloc GPS technology. Data retrieved via satellite relay shall be accomplished from all tags as follows: - Provide an unbiased estimate of average (and standard deviation of) dive duration (in addition to percent of time spent diving) and average (and standard deviation of) surface duration (in addition to percent of time spent at/near surface). - Provide an estimate of the percent of the time turtles are at the surface, less than 1 m from the surface, less than 2 m from the surface, less then 3m from the surface, and at or near the bottom. - Provide an estimate of the percent of the time turtles are subsurface. - Provide an unbiased sample of individual dive records, including at least five depth time pairs per dive. - Prioritize the transmission of information collected while turtles are in the mid-Atlantic region (likely during the first 4 months of deployment). - Provide data showing the deepest depth during a multi-hour summary period and provide data for 10 temperature–depth pairs spaced throughout the selected dive. - Relay data and locations computed using the global ARGOS satellite system - Relay data and locations based on FastLoc (or equivalent) GPS technology - Be capable of working with the existing infrastructure of equipment and software systems as part of an integrated monitoring system - Have antennae durable enough to last over a year (on large juvenile or adult sea turtles) - At a minimum the tags shall relay at least an average of 250 depth use histogram records per tag, in addition to the other data requirements (including detailed dive profiles, GPS locations, temperature data, and average surface and dive durations). - Tags shall average in excess of 300 transmission days OPTIONAL TAG REQUIREMENT: In addition to the above, the contractor shall have the ability to provide additional tags that include the base requirements plus one of the following tag options. (1) Solar power system - substitute solar power for battery power. A solar power system (that has proven to have equivalent or better power than the “D” cell) shall replace the Lithium “D” size cell battery. (2) Provide oceanographic quality conductivity, temperature & depth (CTD) profiles (4 - 12 profiles per day) and automatically submit the CTD data to the GTS (Global Telecommunications System) in near real-time. The North American Industry Classification System (NAICS) code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The solicitation and proposed fixed-price contract is utilizing the procedures identified in FAR Part 12 and FAR Part 13. All quotes will be evaluated on a best value basis wherein the following non-price factors (Factors 1 and 2), listed in descending order of importance, when combined, are significantly more important than price (Factor 3): Factor 1 - Technical capability in meeting tag specifications, Factor 2 - Past Performance, Factor 3 - Price.
