- Description
- The Naval Surface Warfare Center, Port Hueneme Division (PHD NSWC) plans to procure an other than full and open competition basis from BAE Systems Land & Armaments L.P., Armament Systems Division 4800 E River Rd., Minneapolis MN 55421-1402 to provide engineering support, engineering investigations, design studies, technical services, technical documentation, installation of engineering changes, repair, modification, and overhaul/replacement, to include but not limited to the Guided Missile Launching Systems (GMLS) MK 10, MK 13, MK 22, MK 26, and MK 45, GMLS and MSL Simulator MK 72, GMLS Training Equipment and GMLS ancillary equipment of the United States allied Navies under Foreign Military Scales (FMS) Case. These systems are combat weapon systems installed on foreign combat ships. The Contractor shall provide all necessary services to open and inspect assemblies, components, parts, subassemblies, tools and test equipment and to repair, refurbish, overhaul, or alter assemblies, components, parts, subassemblies, tools, and test equipment for the above equipment. The Original Equipment Manufacturer (OEM), BAE Systems Land & Armaments, Inc. Armament Systems Division (ASD) (formerly United Defense, LP, Armaments Systems Division) has continuously been assigned by COMNAVSEASYSCOM to be the Design Agent for these systems. As the assigned Design, BAE Systems has solely designed, developed, produced and integrated these systems for the US Navy and FMS. BAE is the only known source that possesses the in-depth technical knowledge, expertise and capability required to manufacture, alter, and repair these systems and components. Only BAE Systems has the design data/specifications that enable design of equipment changes and depot repair of parts while maintaining system operational capability and safety. The award of this procurement will be issued as a Cost Plus Fixed Fee (CPFF) Indefinite Quantity/Indefinite Delivery (ID/IQ) Contract. The contract will include a one year base period, and two one year options. This will cover a three year period of performance (36 months), with an anticipated commencement date of 20 January 2015, and will continue through 19 January 2018, if all options are exercised. The anticipated release date for this solicitation is in or around 6 August 2014 via the Fedbizopps. The deadline line for submitting a proposal will be 30 calendar days after the release date of the Request for Proposal (RFP).
