- NOAA's Weather Forecast Office in Guam has a requirement for roof repairs. The contractor shall provide all personnel, supervision, and equipment necessary to provide an Elastomeric Urethane Aliphatic coating roofing system for The United States Department of Commerce (DOC), Guam Weather Forecast Office (WFO). The roofing system must be waterproof and weather resistant and suitable for concrete roofs. The Period of Performance is sixty (60) calendar days from receipt of NOAA's Notice To Proceed. The date of release for the RFQ is on or about May 20, 2014, with a planned closing date of June 18, 2014. However, the actual due date of offers may be adjusted based upon the actual posting date of the solicitation. The proposed procurement is 100% set-aside for HUBZone business concerns. The NAICS code for this procurement is 238160 and the size standard is $14 million. The requirements will be described in the Statement of Work (SOW), any of which are subject to change at the Government's discretion upon issuance of the solicitation. Some of the potential requirements are the following: (a) contractor must provide certifiable demonstrated experience in installation of an Elastomeric Urethane Aliphatic coating roofing system; (b) contractor must warrant their product and installation for a minimum of five (5) years; (c) coating materials must match in color the existing materials as close as possible; and (d) the materials manufacturer must have a minimum of ten (10) years of experience in the manufacture of materials of this type. The exercise of any option periods are at the discretion of the Government. All responsible and fully responsive sources may submit a quote which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed-price purchase order contract. Solicitation documents will be made available for download on or around May 20, 2014, at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFQ becomes available for download as well as all postings of information associated with this solicitation, thereafter.
