- Description
- The NASA Shared Services Center (NSSC) has a requirement for an Agency-wide vehicle to procure Polaris and Argo Suite software with the associated annual support and upgrades. Polaris is a tool for conducting integrated cost and schedule risk analysis. It achieves industry-leading runtimes for Monte Carlo simulation, facilitating analysis of complex programs in seconds while retaining the feature set and accuracy that program managers desire for intuitive cost and schedule analysis. Key features of Polaris include: Gantt Chart Generation, Cost/Schedule Uncertainty, Cost Loading, Fiscal Year Phasing, Discrete Risk Analysis, and Sensitivity Analysis. Argo is an add-in to Microsoft Excel currently in use within the NASA inventory, which supports simulation and expands the use of traditional complex simulation analytics. Key features of Argo include: Monte Carlo Simulation, Excursion Capability, Sensitivity Analysis, Distribution Fitting, and Stochastic Optimization. NASA/NSSC intends to issue a sole source contract to Booz Allen Hamilton Inc. under the authority of FAR 6.302-1. Booz Allen Hamilton Inc. is the manufacturer of the specified software and holds proprietary rights to all software components. The period of performance will include a one year base period with a four one year option periods. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-72. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code is 541519 Other Computer Related Services size standard is $25,500,000. The following clauses and provisions are applicable to this combined synopsis/solicitation: 52.212-1, Instructions to Offerors; 52.212-3 Offeror Representations and CertificationsCommercial Items; 52.212-4 Contract Terms and ConditionsCommercial Items; 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on May 23, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
