Description
The U.S. Army Corps of Engineers (USACE), Pittsburgh District, has a requirement for security services at the Shallow Land Disposal Area (SLDA), a formerly used nuclear materials disposal site located in Parks Township, Armstrong County, Pennsylvania. The SLDA is a 44-acre fenced site. The site includes ten trenches containing potentially contaminated waste and soil. The estimated quantities of contaminated waste in the trenches range from 23,500 to 36,000 cubic yards. Uranium and thorium contaminated wastes consist of process wastes. Equipment, scrap, and trash from the nearby Apollo nuclear fuel fabrication facility were disposed of in the SLDA trenches between 1961 and 1970. The uranium in the trenches is present at various levels of enrichment ranging from highly depleted to highly enriched. Americium and plutonium, whose presence is attributed to storage of equipment used in adjoining Parks Facility, have been detected in surface soils in the vicinity of trench 10. Nuclear Materials and Equipment Corporation (predecessor of current owner BWX Technologies (BWXT)) previously conducted the disposals according to Atomic Energy Commission (AEC) regulations. BWXT currently holds a Nuclear Regulatory Commission (NRC) License for its activities at SLDA. A portion of that license is currently being held in abeyance to allow the remediation of the site by the USACE. The NRC license requires BWXT to properly maintain the site to ensure the protection of workers and the public. While the license is held in abeyance, the U.S. Army Corps of Engineers (USACE) is responsible for protection of workers and the public with respect to the site. The USACE will require security services on the site 24-hours a day, 7-days a week, 365 days a year. Two (2) armed security guards will be required on site at all times to carry out the principles of deterrence, detection, delay, and response. The following security services are required: -Conduct and document all perimeter inspections/security patrols -Verify that all building doors (vehicle and man) on site are secured during inspections/patrols. If any doors are found unlocked, the security guards shall lock them. -Monitor all foot and vehicular traffic in and out of the site -Maintain a Sign-In/Sign-Out register at Post No. 1 of all individuals entering/exiting the site -Ensure all visitors are approved and their identities verified -Monitor the site for any unauthorized access -Monitor security cameras -Escort, either physically or electronically via the onsite Closed Circuit Television (CCTV) system, general service providers (i.e. snow removal company, Port-a-John company, etc.) who have been vetted through the USACE Security Office. A Facility Clearance (FCL) at the appropriate level in accordance with DOD 5220.22-M, The National Industrial Security Program Operating Manual (NISPOM), and AR 380-49, Industrial Security) and a valid Facility Cage Code are requried. Potential offerors should not wait for the solicitation posting to begin the clearance process. The period of performance will be one base year with four one-year option periods. The anticipated contract type is a commercial, firm fixed price, performance based service contract. The solicitation will be 100% set aside for Small Business. In accordance with FAR Part 15, the source selection method will be by the Lowest Price Technically Acceptable (LPTA) method. The Request for Proposal (RFP) will be issued approximately June 9, 2014.
