Description
Pre-Solicitation Notice for General Construction Services for Phase 1C - Modernization of Harry S Truman Building The General Services Administration (GSA) intends to award a firm-fixed price contract for General Construction Services necessary to renovate office space within the Harry S Truman Building (DC0046ZZ) located at 2201 C Street, NW, Washington, DC 20520. Project Scope: The office space to be renovated is known as the Phase 1C area of the Harry S Truman Building. This renovation includes space associated with the Phase 1C office area such as mechanical, electrical and elevator machine rooms that support the office space in Phase 1C. The Contract includes demolition, removal of hazardous materials, and new construction of Core and Shell work as well as Tenant Fit Out work. The new Core and Shell work includes construction of architectural, mechanical, electrical, fire protection, plumbing, telecommunications, new windows and elevator upgrade elements. The new Tenant Fit Out work includes construction of architectural, mechanical, electrical, and telecommunications elements. The construction duration is 1263 calendar days from Notice to Proceed. The estimated construction cost of this project is in the $75 - $85 million range. Procurement Strategy: Requests for Price Proposals (RFP) shall result in the selection of the construction contractor whose offer provides the best value to the Government. The Government shall identify technical evaluation factors, other than cost or price, that are critical to this procurement. When combined, all evaluation factors, other than cost or price, are approximately equal to price. The Government will evaluate all responses in accordance with the criteria established in the RFP. The RFP will serve as the basis for the firm-fixed price offers. All offers must be submitted by the date established in the RFP. Based on the submissions, the Government will select the offer that reflects the best value to the Government. The Government reserves the right to make an award based upon evaluated initial submissions without discussions. Each individual of the General Contractor's field staff and any subcontractor support staff that will be on-site longer than one (1) day will be required to obtain a Government HSPD-12 security clearance prior to commencing work. This negotiated solicitation will be open to large and small business firms. Any qualified responsible firm, including small veteran-owned, small service -disabled veteran-owned small, HUB Zone small, small disadvantaged, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses, or as subcontractors. The RFP will be issued electronically on or about Wednesday, May 28, 2014, on the Internet at: http://www.fedbizopps.gov/. Pursuant to Section 8(d) of the Small Business Act (15 U.S.C. 637 (d)) and FAR Subpart 19.702, an offeror that is not a small business concern, must submit a subcontracting plan that is acceptable to the Contracting Officer which provides subcontracting opportunities to small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and woman-owned small businesses to the maximum extent practicable. In this procurement, GSA intends to promote the use of registered apprenticeship programs.
