- Performance Work Statement for 1HS TACSAT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F1D0234100A001. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-62. This requirement is set aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 334200 with a 500 employee size standard. Award will be based on Lowest Price Technically Acceptable (LPTA). Written proposals are required (oral offers will not be accepted). Only one contract will be awarded. The Government will award a firm fixed price contract for design, development, fabrication and installation of two standalone, AN/PRC-117F TACSAT systems per attached Performance Work Statement. One system to be installed at the 1 HS's Squadron Alert Facility (SAF) and one at the Mission Control Facility at Joint Base Andrews. The following items/services are being procured: ITEM(S) REQUIRED: Manportable TACSAT Systems Minimum Salient Characteristics: CLIN Description QTY Unit Price 0001 Manportable TACSAT System 2 each 0002 Fabrication/Installation TACSAT Systems 2 each 0003 Travel 1 each Or Equals are acceptable Performance address: 1st Helicopter Squadron 1500 Perimeter Road Joint Base Andrews, MD 20762 PLEASE NOTE: A SITE VISIT WILL BE CONDUCTED ON THURSDAY, MAY 22, 2014 AT 1:00PM EST AT 1914 ARNOLD AVE, ON JOINT BASE ANDREWS. ALL INTERESTED VENDORS MUST SUBMIT NAMES OF ATTENDEES BY TUESDAY, MAY 20, 2014 AT 12:00PM EST TO RECEIVE FURTHER INSTRUCTIONS ON INSTALLATION ACCESS. QUESTIONS AND ANSWERS DERIVED FROM THE SITE VISIT WILL BE POSTED. It is the vendor's responsibility to be familiar with all applicable clauses and provisions. All FAR/DFARS/AFFARS clauses and provisions may be viewed in full text via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/. EVALUATION PROCEDURES: The government will award a contract resulting from this solicitation on the basis of a ‘Lowest Price Technically Acceptable' (LPTA) approach. An award will be made to the lowest evaluated offer that is technically acceptable.
