INL Law Enforcement Development Advisor Santo Domingo, Dominican Republic Issuance Date: 05/16/2014 Closing Date: 05/30/2014 SOLICITATION NUMBER: PSC-14-034-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: INL Law Enforcement Development Advisor 6. MARKET VALUE: $81,535 - $119,737 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Santo Domingo, Dominican Republic 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background The International Narcotics and Law Enforcement (INL) Section at the U.S. Embassy in Santo Domingo, Dominican Republic, manages narcotics and law enforcement assistance programs. INL Santo Domingo officers advise the Ambassador on narcotics and law enforcement issues and are responsible for implementing U.S. counternarcotics policy. The INL Section provides leadership and management oversight for counternarcotics, citizen security, port and border security, and anti-crime projects, including liaison with host country agencies involved in counternarcotics and law enforcement. There is a significant amount of coordination with the U.S. law enforcement community. The INL Section's home bureau is the U.S. Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL). INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies. The Law Enforcement Advisor will advise INL on a full range of law enforcement issues and program management. The Advisor will evaluate training and assist INL in aiding the Dominican National Police to implement "best practices" for reducing narcotics-related crime and violence. The Law Enforcement Advisor will provide technical law enforcement expertise, policy guidance, technical assistance, and training in support of INL and host-nation efforts to improve policing techniques and improve citizen security. The Law Enforcement Advisor will provide subject matter expertise in strategic planning and development of possible future law enforcement programs in the Dominican Republic. The Law Enforcement Advisor will aid INL in coordinating program development, implementation, and reporting with other Dominican entities, INL advisors or contractors working for the INL program in the Dominican Republic, and International Narcotics Affairs Sections/Offices, as appropriate, throughout the region. PURPOSE The purpose of the personal services contract is to provide an INL Law Enforcement Advisor to the INL Section at the U.S. Embassy in Santo Domingo, Dominican Republic. The Law Enforcement Advisor will manage the day-to-day planning, direction, execution, and oversight of the INL law enforcement portfolio in the Dominican Republic. DUTIES AND RESPONSIBILITIES • Review and assess the organizational and operational capacities of the Dominican government, including National Police and local actors. Provide subject matter expertise in developing and maintaining an assistance plan that will promote effective policing practices. • Establish collaborative partnerships in the community between the Dominican government and the individuals and organizations they serve to develop solutions to problems and increase trust in police. • Advise on, initiate, and coordinate activities related to preventing and reducing crime in the Dominican Republic, and professionalizing the Dominican National Police. • Assist the Dominican government to implement, oversee, and coordinate best practices for achieving the goal of police professionalization and crime reduction. • Provide full-scale support to the Mission, including but not limited to taking notes and reporting out to the U.S. Embassy, drafting documents and memoranda, scheduling meetings, providing counsel, etc. • Work with the other INL advisors to identify training needs of the Dominican National Police personnel. Propose training options and course availability throughout the Caribbean region or the U.S. • Work with the other INL advisors to assist in executing projects in accordance with the objectives and terms established in the Letter of Agreement, or similar documents. • Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities, as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. • Prepare monthly and annual progress reports regarding each project. Prepare and maintain an annual implementation plan for each project of responsibility. • Attend meetings with U.S. and host-government officials as requested. • Provide technical assistance to special DNP and DNCD planning units indentifying needed changes in policies and procedures, in light of the definitions and requirements of the strategic plan. • Facilitate and oversee ongoing efforts to modernize systems for recruiting and training police and counternarcotics agents and officers. • Facilitate training of academy instructors in instructional skills, evaluation, and curriculum development, working with INL personnel and consultants. • Advise DNP leadership on systems and method for recruitment and select ion of candidate, including review of selection criteria and testing procedures. • Advice and assist in preparation of the annual Mission Strategic Plan (MSP). MINIMUM QUALIFICATIONS • U.S. Citizen able to obtain/maintain Department of State (DOS) Secret Security and medical clearances. • A Bachelor's Degree from an accredited institution in a criminal justice related field. • A minimum of five years of relevant international police development and reform experience. • Five years of experience managing program resources, including project analysis, design, implementation, and evaluation. • Demonstrated Experience in police professionalization theories, and management of resources. • Demonstrated ability to interact with high-level officials (governmental and non-governmental) • Demonstrated relevant work experience in law enforcement program management, training, and problem-solving methodologies • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups • Knowledge of decentralized decision-making, which involves flattening the agency hierarchy, increasing tolerance for new approaches in problem-solving efforts, and allowing officers discretion in handling calls. • Strong verbal and written English, interpersonal and liaison skills dealing with host government and USG officials in a multicultural environment. • Ability to write and speak Spanish at the FSI 4/4 Level • Proficient in Microsoft Office Suite • Ability to obtain/maintain the Contracting Officers Representative (COR) course through the Foreign Service Institute (FSI) within 120 days of arrival at Post. RELATIONSHIPS The Law Enforcement Advisor shall maintain open, timely, and effective communication with the INL Section Director and Embassy Front Office at the US Embassy in Santo Domingo, Dominican Republic, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions. COMPLEXITY This position involves analyzing, assessing, planning, organizing, and implementing of complex rule of law, anti-money laundering/financial crimes, counternarcotics, and law enforcement projects. SCOPE AND EFFECTIVENESS The Advisor will perform broad and extensive assignments related to complex programs spanning the full range of rule of law, anti-money laundering/financial crimes, counternarcotics, and law enforcement, all of which have significant interest to both the public and to Congress. PERSONAL CONTACTS The Advisor will work closely with the INL Director, INL personnel, INL Program Offices, and personnel in other Embassy agencies. In addition, the Coordinator will maintain contact with the police, military, justice sector, and non-government organizations (NGOs). EVALUATION CRITERIA Factor 1 Program Management and Administration: (30 points) Demonstrated knowledge and experience in the application of sound management and program management practices, and oversight functions of a U.S. government sponsored program. Experience in program management, procurement guidelines, budget development, and program planning, execution, and monitoring. Individual should be able to grasp complex program management and criminal justice sector issues. These include, but are not limited to, law enforcement operations, justice sector issues, financial crimes, drug demand reduction, procurement of commodities and equipment, training, and logistics support. Individual's knowledge and understanding of INL Bureau, Federal Acquisition Regulation (FAR), and other U.S. Federal Government provisions on procurement, end-use monitoring, and contract management. Factor 2 Program Design and Implementation: (25 points) Demonstrated knowledge of law enforcement policies, concepts, practices and principles relevant to analyzing and developing recommendations for program design and implantation in furtherance of USG objectives. Factor 3 Liaison and Communication: (25 points) Demonstrated liaison experience, liaising with both host nation officials and U.S. government agencies and personnel. Demonstrated ability to communicate complex issues in a timely and concise manner, both verbally and in writing. Factor 4 Past Performance: (20 points) Past performance evaluation of applicant's ability to perform under a contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
