Description
PGDS for Checked Baggage Inspection Systems From the Transportation Security Administration's (TSA) Office of Security Technologies Checked Baggaged Division: As a result of the successful collaboration with the aviation industry, the TSA has issued the revised Planning Guidelines and Design Standards for Checked Baggage Inspection Systems (PGDS) Version 4.2. The TSA prepared PGDS Version 1.0 as part of the Baggage Screening Investment Study, in consultation with the aviation industry during 2006, and published it in October 2007. Since then, the TSA has completed several rounds of review processes in which industry comments and follow-on PGDS studies were incorporated and published in subsequent Versions 2.0, 3.0, 4.0 and 4.1. For the most recent version, Version 4.2, over 450 industry comments were reviewed, and the results of a study of mini in-line system designs were incorporated. New Screening Technology Integration Program (STIP) data and infrastructure requirements have been included. Appendix F, which contains the TSA funding information regarding reimbursable/non-reimbursable costs for the Electronic Baggage Screening Program, has been removed, and the funding information is now available as a separate policy memo. The design principles and methods outlines in the PGDS incorporate insights and experiences of industry stakeholders, including airport and airline representatives, planners, architects, baggage handling system designers, and equipment manufacturers. The PGDS is intended to assist planners and designers in developing cost-effective solutions for checked baggage inspection systems. The PGDS emphasizes the best practices that are associated with baggage screening system layouts and addresses other factors necessary to actively manage system costs and performance. The TSA welcomes comments to the PGDS Version 4.2 from all stakeholders and will continue to collaborate with the aviation industry to periodically update the PGDS. Comments and suggestions should be sent to pgds@tsa.dhs.gov by June 30, 2014 using the official comment form. Additional guidance for making comments is provided in Appendix A.
