Subject: Design-Build Repair/Widen Multi-purpose Fitness/Athletic Field at Camp Shields Okinawa, Japan NAICS Code: 237990 -- Other Heavy and Civil Engineering Construction Classification Code: Z - Maintenance, Repair or Alteration of Real Property Solicitation Number: N40084-14-R-0006 Contact Points: Yoko Yamaguchi, 046-816-9767 NAVFAC Facilities Engineering Command Far East (NAVFAC FE) is soliciting a Firm Fixed Price Design-Build project to Repair/Widen Multi-purpose Fitness/Athletic Field, Camp Shields, Okinawa, Japan for Commander Fleet Activities Okinawa. The project entails to demolish the existing softball field at Camp Shields, Okinawa, Japan, and to provide a soccer and flag football field. Work includes reuse of existing concrete lighting poles, and to provide luminaires, concrete poles, and electric power system upgrades to support the new multi-purpose athletic field. The contract will include a base bid and option item 1. A site visit and a pre-proposal conference will be held at Camp Shields, Okinawa, Japan and all offerors are highly encouraged to attend both the site visit and pre-proposal conference. Work encompasses the following: Civil: 1. Remove existing AC pavement, concrete sidewalks and curbs, turf with topsoil. 2. Provide turf with topsoil for the combination sports fields (Flag Football - Soccer). The preferred grading is a longitudinal crown with 1 percent slope from center to each side, and provides adequate drainage system for the surface runoff. 3. Transplant existing trees in the project site. When they cannot be transplanted, replace the trees with new native indigenous trees. 4. Provide AC pavement with base and sub-base courses as match existing one. 5. Provide base foundation of retractable football-soccer combo goal (GFM). 6. Provide base foundation and install scoreboard (GFM). 7. Provide PVC water service line with gate valve and water meter w/ box. 8. Provide outdoor water fountain and hose bib with seepage pit. Electrical: 1. Remove existing luminaire, angle supports, wires, switches, exposed and under ground conduits for exterior lighting system. 2. Reuse/relocate existing concrete poles. 3. Remove main selector switches, electrical panel board, watt-hour meter and supports. 4. Disconnect and reconnect existing wires which are to remain. 5. Provide new energy saving exterior luminaires, wires, exposed and under ground conduits, switches, and concrete poles as required for Multipurpose Athletic Field illumination. 6. Provide protective weatherproof cushions for players on concrete poles, 2 meter from ground level. 7. Provide Athletic Field electric panel with circuit breakers. 8. Provide lighting switch in enclosure. 9. Provide one 3P-450AT 150KVA circuit breaker in Athletic Field electric panel for external load. 10. Provide stub-out with cover in electrical panel for external load. 11. Provide 20% spare and 5% space in electrical panel. 12. Provide watt-hour meter. 13. Remove underground conduits, cables, and panel for existing Softball Field to pole mounted transformer and provide with new for Athletic Field. Option Item 1 - 14 through 19 14. Disconnect existing primary and secondary electric lines connected to existing transformer. 15. Remove concrete poles, pole mounted transformers, accessories, and underground conduits. 16. Provide upgraded pad mounted transformer for Athletic Field, Streetlights, and Gazebo. 17. Provide distribution panel with circuit breakers for transformer. 18. Connect existing primary and secondary electric lines which are to remain to new transformer. 19. Provide additional cables, junction boxes, cable junction pedestal, and underground/exposed conduits to connect existing cables to new transformer and distribution panel. The Contractor shall be required to complete the entire work, ready for use, not later than 223 (313 days,when Option#1 included) calendar days including the mailing period after the date of Award. Option Item 1 - an additional 90 days will be added to the contract completion date, if exercised. The mailing period includes the days for mailing of the Notice of Award and the submission of the required bonds and certificate of insurance. The time for completion shall include final clean up of the premises. 1. CONTRACTOR LICENSING REQUIREMENTS: This acquisition will be solicited on an unrestricted basis with full and open competition. Any contract resulting from this solicitation will be awarded and performed in the country of Japan. Contractors must be authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. 2. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I (b) of the SOFA. 3. Per FAR 36.204, the magnitude of this project is between $500,000 and $1,000,000. 4. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at https://asia.neco.navy.mil when it becomes available on or about 28 May 2014. Hard copies will not be provided. It is the contractor s responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award.
