Description
The U.S. Army has a requirement to provide labor, material and equipment necessary to remove and properly dispose off-site the six (6) 20,000 gallon No. 6 oil Underground Storage Tanks (USTs), pads, anchors, and associated oil piping, steam lines and coils, instrumentation and fittings at the US Army Garrison- Natick (USAG-N) Boiler Plant (Bldg 19) located at the U.S. Army Soldier Systems Center Natick, MA (NSSC). There is also an optional requirement to remove two (2) double-wall steel 2,000 gallon USTS are installed south of Building 20 and northeast of Building 14 on the north part of the installation. The USTs contain gasoline and diesel for fueling of portable material handling and lawn care equipment. The tanks are connected to a single fuel dispenser on a concrete island between the USTs and the driveway. Power, interstitial monitoring and alarm are supplied to the tanks via conduit from a utility room on the northeast comer of Building 14. The removal work includes, but is not limited to: 1) Furnish all supervision, labor, equipment, and materials necessary to perform all operations for removal of Underground Storage Tanks (UST) to include (site preparation UST cleaning as required, UST removal, UST recycling, and hazardous waste disposal) and site restoration. 2) An undetermined quantity of No. 6 oil remains in the blanked piping between the tanks and the boiler plant. The piping and steam lines between the USTs and manifolds in the basement of the Boiler Plant shall be cleaned and removed from the USTs back to the manifolds. 3) Waste gasoline, diesel fuel and fuel oil, oily waste water, oily waste and petroleum-contaminated soil shall be collected, screened, characterized for disposal and properly disposed off-site by the contractor. 4) Ground surface shall be restored to current elevation and condition. All areas of pavement and walkways shall be restored in accordance with specifications. The NAICS code for this procurement is 238910 Site Preparation Contractors. The Small business size is $14 Million. The magnitude of the project is between $250,000.00 and $500,000.00. The site visit will be determined at the time the request for proposal release. Work will be performed at the Soldier System Center, Kansas Street, Natick, Massachusetts 01760. The period of performance is one hundred and eighty days. This requirement is subject to the Davis Bacon Act. The request for quote will be made available on the webpage on or about 2 Jun 2014. This is 100 percent Small Business Set-Aside. This is subject to availability of funds.
