- Amendment no: 003 is for Solicitation No.: A14PS00486 is as follows: 1. To extend the closing date to Wedneday, May 21, 2014 at 9:00 a.m. 2. To Include questions from Site Visit: A. How extensive does the subsurface utility exploration need to be? Are geophysical surveys required? Answer: No geophysical surveys will be required for this site. However, the contractor shall make a positive effort to locate the subsurface utilities by contacting the local utility provider, BIA or blue stake and plot the locations on the site plan. B. A survey for radon gas is requested for the buildings to be turned over. What is the desired duration for the testing, 3, 7 or continuous? Answer: The 3-day testing duration is adequate for the four buildings proposed for transfer. C. Are scaled floor plans required to be developed for all buildings? Answer: Yes. D. Is there a need to verify or validate dimensions on site plans, i.e. are topographic surveys required? Answer: Yes. Verify or validate the dimensions on site plans and conduct topographic surveys. E. Do we need to obtain TCLP lead samples to test the potential waste stream of the demolition debris. Answer: Yes, to profile the waste for disposal. F. There is no line item for the work associated with utilities location/identification. Where should the cost be indicated? Answer: A line will be added to the solicitation for the utility location/identification. G. Please confirm there is no microbial or biological testing i.e. mold, pigeon droppings, hanta virus fo any structures including those to be reoccupied. Answer: No microbial or biological testing is required for any building. However, because of the possible exposure, the contactor shall include this item for purposes of worker protection as identified in the Health and Safety Plan. H. When the term Universal Waste is used on the list of samples, is there a specific analyte to be investigated. Answer: PCB levels in transformers, pesticides and lead acid battery water if found. I. Sample numbers to be excessive (i.e. 10 lagoon, 50 Universal Waste) or inadequate, i.e. 50 asbestos, 64 man hours). Please review and revise. Answer: Agreed; The sample number for the lagoons should be changed to three (3) samples for the 2 cell lagoons; 1 sample per cell and one at the discharge pipe. The total number of asbestos samples will be changed to 300 each. The contractor will provide a unit price per sample for any samples above the 3000 samples estimated. In 1989, the AHERA interpretation was AHERA applied to school buildings occupied by students. No facility management shops, well houses, pump houses; quarters were sampled as a result of this interpretation. Therefore, these area will need to be sampled. Universal waste was included to allow for sampling of pesticides, PCB transformers or light ballasts. Agreed; The number of universal waste samples will be reduced to 5 samples to profile for disposal or recycling. Lagoon Sampling: Agreed; I am reducing number of sample to one in the center of each of the two cells and one at the discharge point for a total of three samples. Man Hours: The total man hours for the project will be changed to a total cost to conduct the work rather than in man hours. J. Engineers Stamp: Is an engineers stamp required. The contract will be amended to change the requirement of an engineers stamp to read signed by an environmental professional. Answer: No engineer stamp will be required. The requirement will be amended to read signed by an Environmental Professional. (The ASTM E1527-05 1.6 Opinion requires an opinion and statement of an environmental professional and ASTM E1903-11 11.5.6.4 requires the statement of an environmental professional.) K. Engineers Evaluation Cost Analyses: This analyses can be certified by the Environmental Professional. Answer: No PE Cert is required and this item will be amended in the contract. There were at least one building at each location which was not on the listing. These building numbers will be added to the inventory. 3. All other terms and conditions to remain the same.
