- Description
- NASA Ames Research Center (ARC) has a requirement for an annual membership to the National Science Foundation (NSF) Industry/University Cooperative Research Center (I/UCRC) Center for High-Performance Reconfigurable Computing (CHREC) at University of Florida. CHREC is a national research center focused upon high-performance and reconfigurable computing and comprised of four major universities; University of Florida, Brigham Young University, George Washington University, Virginia Tech; and about thirty industry and Government partners. The research center and consortium are devoted to scientific and engineering research in architectures, algorithms, programming, services, and systems for the advancement of multi-paradigm computing with hardware-reconfigurable and parallel processing, spanning special- and general-purpose needs, for a broad range of applications. NASA ARC intends to purchase the requirement from University of Florida, the leading university for CHREC, on a sole source basis. The main objective is to gain access to the results of the research work performed by CHREC in the development of flight hardware for NASA ARCs small satellite projects, such as the BioSentinel CubeSat project. NASA ARC will also have a vote to influence the direction of the research projects CHREC engages in so that they can be better aligned with in future to NASA ARCs small satellite projects and missions. The information exchanged between NASA and CHREC will be invaluable to current and future NASA programs and projects as well as establishing relationships with future NASA employees/innovators. The Government intends to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 3, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
