Description
NASA/GSFC has a requirement for a CASSIE telemetry analysis system, including a license to cover GOES-R, mission support and periodic updates. The license is for the GOES-R mission and includes two years of core system updates with at least one update per six month period starting at the date of license execution with two year license options for the GOES-S/T/U spacecraft. NASA/GSFC intends to purchase the items from Astrofrontiers, Inc. pursuant to 10 U.S.C. 2304(c)(1)Only One Responsible Source. Astrofrontiers, Inc. has demonstrated that this software tool can successfully ingest and interpret GOES-R spacecraft and telemetry data in specialized formats, generate graphical and tabular outputs that meet GOES-R requirements, and interface with the GOES-R Ground Segment Project prime contractor provided data archive system. It is our understanding that no off the shelf alternatives will meet requirements and no other commercial or non-commercial software is readily available. Astrofrontiers, Inc. is uniquely qualified to provide the software tool. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Government intends to award using FAR Part 13 and Subpart 13.5 "Test Program for Certain Commercial Items". Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time on on May 28, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
