Description
The U.S. Department of the Interior, National Park Service (NPS), is soliciting proposals for renovation of the Olympic National Park, Hoh Visitor Center, near Forks, Washington, and related work as described below. This pre-solicitation notice is being issued to provide advance notice of the future solicitation. The solicitation will be issued electronically, through Fedbizopps (www.fbo.gov) and at www.fedconnect.gov, paper copies of this solicitation will not be made available. DESCRIPTION: The Work includes reconfiguration of interior functions and spaces in the existing visitor center, remodel and expansion of the information desk to accommodate two additional stations, asbestos abatement, replacement of the existing heating and electrical systems, new energy efficient lighting, replacement of all existing windows, fixed glazing, and door lights, new floor coverings throughout, conversion of an existing store room into a private office, expansion of the existing men and women rest rooms, addition of a new family rest room, addition of a dual height drinking fountain, construction of a new separate free standing shelter with accessible seating and parking and walkway modifications to provide five ADA/ABA compliant parking spaces and access route. The full scope of the anticipated contract will be included in the solicitation, specifications, and drawings. The estimated period of performance is 255 days with work estimated to begin on September 2, 2014. The solicitation will be 100% Set Aside for Small Business, the North American Industry Classification System (NAICS) code is 236220 and the small business size standard is $33.5 million, average annual gross receipts for the past three years. Proposals will be accepted and considered from all responsive and responsible sources eligible for award. In accordance with FAR 36.204, the estimated magnitude of construction is between $1,000,000 and $5,000,000. The project is subject to the Davis Bacon Act and applicable Department of Labor regulations and wage rates. A Bid Guarantee, Payment Bond, and Performance Bond will be required, full information will be provided in the solicitation. An organized site visit has been scheduled for this project. The date for the organized site visit is May 22, 2014. Attendance is not mandatory, however; prospective offerors are encouraged to attend. Questions, answers, and related information, will be made available to all parties after the site visit by means of a formal amendment. The Government intends to award a single firm fixed price contract to the responsible offeror whose proposal conforms to the solicitation and is considered most advantageous to the government, technical factors, past performance, and cost or price considered. A "best value" award will be made to select the contractor, full information will be provided in the solicitation. Project Location: Olympic National Park, Hoh Rain Forest, Forks, Washington. Project site is located on the western side of the Olympic Peninsula, south of Forks and north of Kalaloch approximately 16 miles on Upper Hoh Road east of the junction with Highway 101. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov. The anticipated date for issuance of the solicitation is May 12, 2014 with proposals due approximately 35 days thereafter. Dates stated are estimates and are subject to change. The electronic Request for Proposal will be available at www.fbo.gov and www.FedConnect.net. Prospective offerors will be required to visit these websites periodically to check for amendments and other changes to the solicitation documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. This announcement does not constitute the solicitation. The Government reserves the right to cancel this solicitation. The Government will not pay for any costs incurred related to the site visit and/or in responding to this announcement.
