- The U.S. Environmental Protection Agency (EPA) intends to issue a Limited Sources award under Federal Supply Schedule 70 to Hughes Network Systems to resume the installation and connectivity services at 128 sites for EPA?s RadNet Fixed Monitor High Speed Satellite Systems. The services shall include an equipment upgrade to (4G) technology with a two way satellite internet access service by the installation of Satellite Modems, Satellite Dishes and De-icing Equipment at 126 specified sites throughout CONUS, Alaska, Hawaii and Puerto Rico. The performance elements of the Statement of Work addresses the contractor providing IP Services for Internet connections with upload speeds of 200 kbps and download speeds of 1Mbps, Unique and permanent Static IP addresses for each system and monthly service connectivity plans after each complete installation. The period of performance will be, one twelve month base (annual) period with three twelve month (annual) option periods ther eafter. Hughes Network Systems initially performed these services under EPA Task Order EP-G12D-00328 which was competed in 2012 as a GSA Full and Open requirement and awarded as a Fixed Rate, Fixed Price Task Order. The period of performance was initially for a twelve month base (annual) period with four subsequent option periods. Since the original Schedule Contract/Task Order is no longer valid as of October 2013, the Government is unable to exercise any options or continue the installation schedule against this Contract/Task Order and therefore a logical follow-on is requested. Approval is being requested by the EPA, National Air and Radiation Environmental Laboratory (NAREL) Program to establish a new Contract/Task Order citing, FAR 8.405-6(a)(i)(C)? In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under a sole-source or limited sources procedures?. Any firm that believes it can provide the services as outlined above are invited to submit written justification to the assigned Contract Specialist NLT June 3, 2014. Supporting evidence must be furnished in sufficient detail to demonstrate the firm?s ability to provide the stated capability. Information shall be sent electronically (via e-mail) to Beverly Barbour, Contract Specialist at Barbour.Beverly@epa.gov. No telephone requests will be accepted. Responses will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, EPA will proceed with the Limited Sources Contract.
