*Regarding the DRAFT RFP posted on 14 May 2014: The date for Industry feedback has been extended. Feedback is requested from Industry by 30 May 2014. *Questions and Answers from Industry Day on 15-16 April 2014 have been posted under additional documentation. *14 May 2014: DRAFT RFPs for both High Velocity and Low Velocity can be found attached to this announcement. The DRAFT RFPs are intended to provide offerors with the most updated information that the Government plans to include in the final RFP. However, offerors are cautioned that this is still just a DRAFT and all information including, but not limited to, Section B (CLIN Structure), Section C (SOO), Section H Down Select Criteria, Section L Proposal Instructions, and Section M Evaluation Criteria is subject to change. Feedback is requested from Industry by 23 May 2014. Attachments have been uploaded under Additional Documents. *12 May 2014 Updates: Recent pyrophoric 28-day Temperature and Humidity and Long Term Storage testing discovered material performance degradation and structural integrity issues. Due to this new information, the Government will add Environmental & Storage as an element under the Technical evaluation of the Request For Proposal for the Low Velocity and High Velocity TP-DNT program. Clarification for EUC submittals: If the country in which your company is exporting your bid samples from requires an End User Certificate for Solicitations W15QKN-14-R-0038 40mm LV TP DNT and W15QKN-14-R-0039 40mm HV TP DNT, the quantity requested shall be 100 for LV and 128 for HV. The USG will also not accept additional rounds above the USG requirement (100 for LV and 128 for HV). Any offeror who requests additional quantities will be informed that the USG immediately does not concur with a request of this nature, and the Offeror shall resubmit their EUC request with the USG requirement quantity. ATF Information: Any offeror requiring import of an article from a foreign nation shall follow the ATF Guidebook - Importation & Verification of Firearms, Ammunition, and Implements of War as found on the following website to ensure that the importer has the correct ATF licenses/forms applicable to the importation process and transfer of items to USG (ATF Forms 6, 2 and 5): http://www.atf.gov/files/firearms/guides/importation-verification/download/firearms-imporation-verification-guidebook--complete.pdf The offeror is reminded that all ATF license coordination is the responsibility of the offeror. Any questions surrounding what ATF paperwork is required shall be directed to the ATF Industry Liaison, Desiree M. Dickinson at 304-616-4584 or Desiree.M.Dickinson@usdoj.gov. The Term quote mark AMMUNITION quote mark means ammunition or cartridge cases, primers, bullets or propellant powder designed for use in any firearm. Special attention is drawn to the following: 1) An approved import permit on ATF Form 6, Application and Permit for Importation of Firearms, Ammunition and Implements of War, is required to import these articles into the United States and allows the importation of the articles listed on the form. A permit is valid for one year from its approved date. 2)To obtain approval of submitted applications, the items to be imported must be correctly and completely identified on the ATF Form 6. In the case of new or unusual firearms, photographs and drawings of all markings should be submitted with the permit. It is strongly recommended that persons wishing to import firearms, ammunition, and defense articles first determine if the items are importable and then obtain an approved ATF Form 6 before acquiring the items abroad or attempting to bring them into the United States. Items may be conditionally imported pursuant to 18 U.S.C. 925(d) and/or 26 U.S.C. 5844. 3) It typically takes the Firearms and Explosives Imports Branch (FEIB) personnel four to six weeks to process a properly executed ATF Form 6 import permit application. Permit Application Tracking System One tracking method employed by importers involves the use and placement of an internal control number or optional number (as assigned by the Government) generated by the importers on the permit applications they submit. ATF encourages the use of internal control numbers or optional numbers by importers. Importers who elect to use an internal control numbers or optional numbers (composed of no more than 20 alpha-numeric characters) should place these numbers at the top of their ATF Forms 6 in the space entitled For Applicant's Optional Use. Our database will allow us to capture these unique numbers as a key field, and allows us to search for a given application the unique number established by the importer. If the items will be utilized on a Government contract or solicitation please ensure to include the Contract or Solicitation Numbers on your paperwork. *This is an update to the EUC language published on 17 April 2014. Any offeror requiring an End User Certificate (EUC) shall submit a request with the following information: 1. Request shall be submitted on contractor letterhead. 2. List of supplier(s) and prime contractor. 3. Description of item along with the quantity being shipped. 4. Rationale for why the EUC is being requested. 5. The number of days that the supplier's country requires a DVC Please keep in mind that High Velocity and Low Velocity will be two separate solicitations and if the offeror plans to submit bid samples for each, then two EUC requests will need to be submitted. The applicable solicitation numbers are listed below. Please be sure to include the correct number in the EUC request. All requests must be staffed to the Army Acquisition Executive, Ms. Heidi Shyu. The Government requests that all EUC requests be submitted by COB 03 May 2014. Any EUC requests received after this date will not be valid grounds to extend the RFP closing date. The attached sample request letter is provided for your reference to further assist in this process and ensure the US Government has the information required to process the EUC. High Velocity: W15QKN-14-R-0039 Low Velocity: W15QKN-14-R-0038 *A list of the 15 April 2014 Industry Day Attendees is now available under additional documents. *Interface Control Drawings (ICDs) are available for both High and Low Velocity. These documents are available upon request with a signed DD2345. *If the country in which you are exporting your bid samples from requires an End Use Certificate (EUC) or another type of import documentation, please submit your request and all required documentation to the Contracting Office POCs listed on slide 8 of the Industry Day 2 presentation as soon as possible. It is up to each company to determine what their country or their supplier's country requires to export to the US. The process of obtaining an EUC can take some time so it is imperative that the company submits this quickly. *(15 April 2014) Please see additional documents for Questions and Answers submitted prior to the 40mm DNT Industry Day. *Please see additional documents for the 40mm TP-DNT Industry Day Brief Slides. *(11 April 2014) Updated Draft Performance Specifications, Draft Statement of Objectives (SOO), and Draft Bid Sample Test Plans are available upon request for review prior to industry day with a completed and signed DD 2345 form. * Please see Additional Documentation for instructions on obtaining an Interim Hazard Classification (IHC). **The Government Industry Day Briefing will occur on 15 April 2014 and one-on-one sessions will be moved to 16 April 2014 with the first session beginning at 8:00am. **The location of Industry Day has been changed from the Homeland Defense Technology Center in Rockaway, NJ to the Hilton Garden Inn located in Rockaway, NJ. The Army Contracting Command - New Jersey (ACC-NJ) and the Project Manager, Maneuver Ammunition Systems (PM MAS) will be hosting a second High and Low Velocity 40mm Target Practice Day/Night/Thermal (TP-DNT) Industry Day. The Industry day has been scheduled for 15-16 April 2014 at the Hilton Garden Inn located in Rockaway, NJ and will start at 9:00 AM EST, with onsite registration beginning at 8:00 AM EST. The purpose of this Industry Day is to provide information regarding the planned acquisition of Engineering and Manufacturing Development (EMD), and Low Rate Initial Production (LRIP)/Production of the High and Low Velocity 40mm TP-DNT cartridges. This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Day. Interested participants must pre-register for Industry Day by completing the registration form attached to this announcement. No more than five (5) representatives may attend from each company. This will be strictly enforced. All representatives MUST provide a government form of photo identification at registration. Please send the completed registration form electronically to Ms. Trisha Fitton at trisha.a.fitton.civ@mail.mil and to Mr. William Labance at william.j.labance.civ@mail.mil no later than 14 March 2014. Industry Day will be broken down into two (2) parts: (1.) General session and (2.) One-on-One session. The general session will be scheduled for the morning and will cover acquisition strategy, requirements (tradeable vs. non-tradeable) and the Bid Sample Test Plan (BSTP). The one-on-one session will be conducted in the afternoon. For planning purposes, companies interested in conducting one-on-ones must notify Ms. Trisha Fitton at trisha.a.fitton.civ@mail.mil and Mr. William Labance at william.j.labance.civ@mail.mil no later than 18 March 2014. A more definitive agenda will be posted at a later date. Draft Performance Specifications (updated since the release of the market survey and first Industry Day), a Statement of Objectives (SOO), and the BSTP will be available upon request for review prior to industry day with a completed and signed DD 2345 form. A draft RFP will also be posted prior to the Industry Day. The Government encourages industry participants to submit any questions, comments, or concerns regarding the draft performance specifications, SOO, BSTP, draft RFP or anything else, via the Q&A form provided (see attachment to this announcement). The Q&A form should be provided to Ms. Trisha Fitton and Mr. William Labance no later than 18 March 2014 to allow for discussion/response at the Industry Day. Please note that all questions and answers will be posted publically and information will NOT be treated as proprietary, unless specifically stated otherwise with the appropriate justification provided. Please be aware that keeping good ideas or solutions as proprietary may preclude them from being incorporated into the solicitation. The following are the TP-DNT Industry Day Rules of Engagement (ROE): The Government intends to use this forum to better refine its requirements, not to elicit trade secrets.. Contractor personnel shall be limited to a total of five attendees per participating company. No sales pitches allowed from industry; no give-aways. No cameras, tape recorders, or other reproduction devices are allowed. Restrict comments/questions to the topics listed in this forum. Contractor personnel must be identified in advance, and only advance substitutions (24-hour in advance notice) will be permitted. Please note: Non U.S. Citizens require special pre-registration approval and will not be able to be substituted. The required paperwork for both U.S. and non U.S. Citizens has been provided as an attachment to this announcement.
