MSC is responsible for staffing, crewing, training, equipping, and maintaining its Government Owned/Government Operated (GOGO) ships worldwide, and support other MSC assets as directed by COMSC by providing the following: • GOGO Ships Ready for Tasking (GRFT) at the right time, place, and cost, every time • Deliver world-class service on time, today and tomorrow • Manage resources to meet and exceed Ships' mission readiness • MSC's Special Mission, Prepositioning and Sealift Programs. One of the primary goals in support of the CIVMAR workforce is to develop, enable, and reinforce corporate policies and procedures to maintain MSC's total force and readiness; to prepare an afloat workforce capable of meeting the readiness requirements of the customer; and to create a Human Capital strategy that ensures the right people with the right skills are provided to the right place for the right work, at the right time, and who have the professional and personal tools they need to be successful. This contract supports these goals by providing a full range of administrative and HR support services to the Federal Civilian workforce of MSC to include Ashore personnel and the CIVMAR community at the Military Sealift Command Norfolk (MSC-Norfolk), Military Sealift Logistics Command Atlantic (MSCLANT), and its sub-elements. Locations of performance will be at Norfolk, VA; Virginia Beach, VA; Southport, NC; Jacksonville, FL; Port Canaveral, FL; San Diego, CA; Earle, NJ; and Freehold, NJ. The Contractor will provide the necessary administrative and HR support personnel to various departments within MSC to accomplish the Government's mission. This requirement will be fulfilled through the single award of a firm-fixed-price type contract. The period of performance will include a base period of one year with four one-year option periods. This procurement is a commercial acquisition using FAR Part 15 "Contracting by Negotiation" procedures.
