Justification for other than Full and Open Competition Contracting Office Address Department of Health and Human Services, National institutes of Health, National Institutes of Health (NIH), National Institute of Diabetes and Digestive Kidney Diseases (NIDDK), 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20892. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK intends to procure on a sole source basis with Illumina, Inc 5200 Illumina Way, San Diego, CA 92121-1975. The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK provides next-generation sequencing service through the Genomics Core Laboratory (GCL). The GCL is the only provider of this essential service within NIDDK. The GCL supports the next-generation sequencing needs of the entire institute, and processes thousands of samples annually. The Illumina HiSeq 2500 and Illumina cBot are the instruments used for next-generation sequencing. The user provides samples to the facility for processing and receives from the Genomics Core facility datasets with basic statistical and bioinformatics analyses. Maintenance of this instrumentation is critical for our ability to provide this service. Maintenance and repair of the Illumina HiSeq2500 (sn: 700398) and Illumina cBot (sn: 600681) must be provided by a qualified technician. It must include all parts and labor and be consistent to meet instrument operating specification standards set by the manufacturer, Illumina, Inc. The maintenance agreement must have a period of performance of May 26, 2014 to May 25, 2015. All work will be performed in the NIDDK Genomics Core Facility, Building 8, Room 1A11. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. The period of performance shall be twelve (12) months from date of award. This is not a solicitation for competitive quotations. However, if any interested party believed they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NIDDK Acquisitions Branch on or before 10:00 AM EST on Friday, May 23, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the DK Acquisitions Branch to the address stated above. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Linda Smith, Contract Specialist, Linda.Smith2@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR] http://www.sam.gov. No collect calls will be accepted.
