Description
Solicitation Number: AB-133C-14-RQ-0097 Notice Type: Pre-Solicitation Notice Synopsis: The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS) has a requirement for Sanctuary Program Coordinator Support Services at the Gulf of the Farallones National Marine Sanctuary in San Francisco, California. The contractor shall plan, program, administer, coordinate, and execute the work necessary to provide the specified services as defined in the Performance Work Statement (PWS). The emphasis is on data collection, data quality from volunteers, and data integration with on-site data and off-site environmental and biological monitoring data sets. Data management, advanced technical review, and volunteer coordination are interrelated and essential in order to ensure that accurate information is provided. The contractor shall provide personnel, management, and other items and services not Government-furnished, necessary to perform: coordination of volunteers; database management and quality control of data collected by volunteers performing Sanctuary Ecosystem Assessment Surveys (SEAS) projects; advanced technical review of live and dead birds and mammals; emergency response planning, emergency response, and damage assessment; use of SEAS findings for identification of resources at risk; emergency response and natural resource damage assessment (NRDA) planning and execution; control, restoration, or mitigation of human-use pressures through permitting, oversight of management actions, and/or evaluation of restoration and mitigation measures. Oil pollution clean-up/removal is not defined in the PWS. All work products and data, upon time of delivery, become the property of the Government. The contractor shall comply with all applicable federal, state, and local laws, and data collection protocols and manuals (Appendices I-IV to the forthcoming solicitation). The resulting contract will have a base period of performance from time of award or approximately 16 September 2014 to 15 April 2015, with four one-year option periods, consecutively occurring after the base period. The exercise of any option periods are at the discretion of the government. The solicitation will be competed as a total small business set-aside. The North American Industry Classification Code System (NAICS) code for this procurement is 541990 and the size standard is $14 million dollars. All responsible and fully responsive small businesses may submit a proposal which will be considered by the agency. Any resulting contract will be awarded as a fixed-price contract. Solicitation documents will be made available for download on or about 10 June 2014 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Quote (RFQ) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is 15 July 2014; however, the actual date offers are due will be stated within the solicitation documents. Prospective offerors are urged to submit any questions they may have, in advance and in writing, to Contract Specialist Angela Royster (angela.royster@noaa.gov) with a courtesy copy sent to Contracting Officer Anthony Buch (anthony.r.buch@noaa.gov).
