- Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Parker Systems, LLC, 10005 Commerce Street, Summerville, Georgia, 30747-1338. Parker Systems, LLC developed and provided this custom solution exclusively to support the Motorola radio communication systems since 1996. They designed and custom engineered an encryption solution for this system. This is a highly sophisticated emergency communications system in which Parker Systems has provided a custom solution for since 2002. The LMR T1/Fiber maintenance contract covers all the devices/equipment (ADTRAN TSU600, ADTRAN Atlas 550, Lantronic IP/RS232 Media Converter, and Larus FT2ER Fiber Modules) that terminates all remote radio sites and 911 dispatch console sites, which includes Fort Jackson to the Master Controller site at the NEC. The contractor is required to respond 24 hrs a day, 7 days a week, and 365 days a year to all malfunctions by providing tech support via telephone within 1 hour and provide on-site service within 6 hours to repair or replace malfunctioning equipment. The NAICS code is 811213. This contract will be awarded under the authority of FAR 6.302-2, unusual and compelling urgency. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 3:00 p.m. on 20 May 2014, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
