- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION Part I: General Information (Introduction/Background/Scope) The U.S. Food and Drug Administration (FDA), is conducting market research to support the Center for Food Safety and Applied Nutrition (CFSAN) Developmental/Reproductive Toxicology and Immunotoxicology Branch (DRTIB) in developing a stem cell-based alternative testing model to reduce animal use in toxicity screening by acquiring Affymetrix GeneChip Mouse Gene 2.0 ST Array for use with existing Affymetrix GeneChip Fluidics Station 450, GeneChip Hybridization Oven 645, and GeneChip Scanner 3000 7G. This project is being carried out to study transcriptomic changes in mouse embryonic stem cells with the aim to identify specific biomarkers that can be used for prediction of developmental toxicity in foods, dietary supplements, and cosmetics. This is a sources sought to determine the availability and capability of small businesses manufacturers or small business capable of supplying a U.S. made product of a small business manufacturer or producer to provide Affymetrix GeneChip Mouse Gene 2.0 ST Array or equal products. The associated North American Industry Classification System (NAICS) Code is 325413 In-Vitro Diagnostic Substance Manufacturing, the Small Business Size Standard is 500 employees. Part II: REQUIREMENTS: The project requires microarray chips that can measure expression of both coding and non-coding transcripts covering the entire mouse genome as follows: • The array shall cover 35,240 transcripts, including 26,515 RefSeq (Entrez) genes and >7,000 long non-coding transcripts (lncRNAs). • Comprehensive coverage o >28,000 coding transcripts o >7,000 non-coding (include ~2,000) long intergenic non-coding transcripts. • Measure alternative splicing events/transcript variants with probes designed to maximize exon coverage. • Reproducible: Intra-lot correlation coefficient = 0.99 • Be compatible for use with existing Affymetrix GeneChip Fluidics Station 450, GeneChip Hybridization Oven 645, and GeneChip Scanner 3000 7G equipment. Part III: Instructions to Prospective Respondents Responses to this sources sought shall unequivocally demonstrate that respondent has consumables compatible for use with Affymetrix microarray instruments, GeneChip Fluidics Station 450, GeneChip Hybridization Oven 645, and GeneChip Scanner 3000 7G for the intended purposes discussed above. Though the target audience is small businesses capable of providing these consumables, all interested parties may respond. At a minimum, responses shall include the following: • Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, 8(a), SDB, WOSB, EDWOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address; • Past performance information for sales of compatible supplies, to include description (technical literature and specifications), dollar value, client name, address, point of contact (POC), POC phone number and email address, and name of the manufacturer (to include DUNS number and size status) if not the respondent; Descriptive literature, brochures, specifications, marketing material, etc. detailing the nature of brand name products the responding firm is regularly engaged in providing. Note: This acquisition is intended to be a brand name requirement. Interested parties potentially offering other than Affymetrix GeneChip Mouse Gene 2.0 ST brand name shall include in the response evidence/demonstration that the offered product has and will work with the existing Affymetrix instruments, GeneChip Fluidics Station 450, GeneChip Hybridization Oven 645, and GeneChip Scanner 3000 7G without complications or interruptions in the research to be conducted with the kits; • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this requirement; • Although this is not a request for quote, informational pricing is encouraged; • The Government encourages any comments and/or suggestions from any interested party regarding this requirement. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation.
